03.34 SAORA Santa Fe Depot Parking Expansion Amendment1. SUBJECT
Amendment No. 2 to Cooperative Agreement No. C -9 -0901 between the Successor Agency to
the Orange Redevelopment Agency (Successor Agency), the City of Orange (City) and the
Orange County Transportation Authority (OCTA) for expansion of parking capacity at the
Orange Santa Fe Depot.
2. SUMMARY
This amendment extends the timeline for completion of the design phase of the Metrolink
Parking Structure Project from December 31, 2017 to December 31, 2020.
3. RECOMMENDED ACTION
Authorize the Executive Director to approve and execute Amendment No. 2 to Cooperative
Agreement No. C -9 -0901 substantially in the form presented, and to administer the Successor
Agency's obligations, responsibilities, and duties to be performed under Amendment No. 2.

6. GENERAL PLAN IMPLEMENTATION
Land Use Goal 5.0: Maintain and enhance the vibrant, transit - accessible, pedestrian friendly,
and livable character of Old Towne's neighborhood and commercial core.
Policy 5.4: Develop additional sensitively designed public parking throughout Old Towne.
Circulation & Mobility Goal 3.0: Connect centers within the City to each other and to the
region through efficient and accessible public transportation.
Policy 3.1: Work with OCTA and other agencies to assess City public transportation needs and
to ensure delivery of services when and where they are needed.

centers throughout the City.
Policy 5.2: Plan for and design parking facilities throughout the City that are adequate to meet
demand, but also consider land use - parking efficiencies, and the surrounding natural and built
environment.
7. DISCUSSION and BACKGROUND
Cooperative Agreement No. C -9 -0901 was executed May 3, 2010, and provided for
reimbursement by the Orange County Transpiration Authority (OCTA) of the initial design costs
for the Metrolink Parking Structure project, including project management for the design phase,
preparation of conceptual designs, community outreach, preparation of plans and specifications,
and architect project support costs through the completion of the construction phase. OCTA
reimburses the City 73% of project related costs up to $1,650,000.
The Metrolink Parking Structure is approximately 60% complete and is anticipated to be open
for public parking at the end of the year. Approximately $100,000 remains to be paid to the
architect of record prior to completion of the structure and is eligible for reimbursement under
the extended agreement.
An Amendment for a three -year extension to December 31, 2020 is requested to allow sufficient
time to complete the scope of work and submit for reimbursement by OCTA. There are no
changes to the amount or other terms of the original agreement. A companion item is on the
agenda for tonight's meeting of the Orange City Council.
