Resolution No. 11109; A Resolution of the City Council of the City of Orange authorizing
Chapman University to provide crossing guard services as required to provide for the orderly flow
of traffic at identified locations in proximity to the University, as approved in writing by the Chief
of Police.
2. SUMMARY
Chapman University ( "Chapman") has requested permission from the City to regulate pedestrian
and vehicular traffic at the designated crosswalk at Grand Street and Walnut Avenue through the
use of a crossing guard. California Vehicle Code Section 21100 authorizes the City to allow
Chapman to provide traffic control services to provide for the orderly flow of traffic. The Chief
of Police will approve an instructional training program for all persons assigned to perform traffic
control services. The resolution also authorizes the Chief to establish any additional rules
necessary for the safety of the public and the protection of the City.

Adopt Resolution No. 11109.

6. DISCUSSION and BACKGROUND
Recently, in anticipation of students returning for the Fall Semester, Chapman requested
permission from the City to place a crossing guard at the designated crosswalk at Grand Street and
Walnut Avenue. Chapman's request for regulating the orderly flow of traffic at this location is
based on the high volume of both vehicular and pedestrian traffic from the Chapman dormitories
and Orange High School. Chapman stressed its desire to provide for the orderly flow of traffic in
a high volume area and enhance the safety of pedestrians as justification for its request. Chapman
will incur all costs and expenses associated with the crossing guards at this location.
Pursuant to California Vehicle Code Section 21100 the City may authorize Chapman to provide
traffic control services for the orderly flow of traffic. Under the Vehicle Code authorization is
conditioned upon the Chief of Police approving an instructional training program for all persons
assigned to perform traffic control services.
The Chief of Police has reviewed Chapman's request and recommends that the City Council
authorize Chapman to provide traffic control services for the orderly flow of traffic. In addition
to the reasons cited by Chapman in their request, the Chief also cites the high volume of new and /or
student drivers in and around Chapman and Orange High School, as well as the high volume of
westbound traffic on Walnut Avenue. The Chief has approved an instructional training program
sufficient to train crossing guards in the safety of the public and orderly flow of traffic.
While at this time Chapman has only identified the cross walk at Grand Street and Walnut
Avenue as the location for crossing guard services, Resolution No. 11109 has been written to
allow additional locations, if authorized by the Chief of Police in writing. Additionally, the
Resolution authorizes the Chief to establish any other rules or regulations necessary for
providing crossing guard services. The City anticipates requesting indemnification and/or
additional insurance requirements associated with providing those services.

RESOLUTION NO. 11109
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE AUTHORIZING CHAPMAN
UNIVERSITY TO PROVIDE CROSSING GUARD
SERVICES AS REQUIRED TO PROVIDE FOR THE
ORDERLY FLOW OF TRAFFIC AT IDENTIFIED
LOCATIONS IN PROXIMITY TO THE UNIVERSITY,
AS APPROVED IN WRITING BY THE CHIEF OF
POLICE.
WHEREAS, Section 21100(e)(1) of the California Vehicle Code authorizes the City to
allow the regulation of traffic, by persons appointed for that duty, at locations which may require
additional traffic control for the orderly flow of pedestrian and vehicular traffic; and
WHEREAS, pursuant to 21100(e)(2) all persons appointed to regulate traffic must undergo
instruction and training in a program approved and determined by the Chief of Police to provide
sufficient training for persons assigned to perform traffic control services; and
WHEREAS, Chapman University has requested permission, pursuant to California Vehicle
Code Section 21100, to regulate traffic to provide for the orderly flow of traffic at locations in
proximity to the University, as identified and approved in writing by the Chief of Police.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Orange as
follows:
Section 1. The City Council hereby authorizes Chapman University to provide traffic
control services for the orderly flow of traffic at locations identified and approved in writing by the
Chief of Police.
Section 2. The Chief of Police shall approve an instructional training program which
must be completed by all persons assigned to perform traffic control services.
Section 3. The Chief of Police is authorized to establish and implement any additional
rules necessary for the safety of the public, protection of the City and the orderly flow of pedestrian
and vehicular traffic.
Section 4. This Resolution shall take effect from and after its adoption.
