2. SUMMARY
Resolution No. 11108 establishes a Memorandum of Understanding between the City of Orange
and the Orange Fire Management Association effective July 1, 2017 to June 30, 2019.
3. RECOMMENDED ACTION
Approve Resolution No. 11108.
4. FISCAL IMPACT
Since Council has already approved the economic provisions of this Memorandum of
Understanding at the December 12, 2017 meeting by adopting a Letter of Understanding between
the City and the Orange Fire Management Association there is no additional fiscal impact to the
budget for adopting this Memorandum of Understanding.

16. DISCUSSION and BACKGROUND J
In accordance with the Myers - Milias -Brown Act, the City and the Orange Fire Management
Association met and conferred on matters of concern to the City and the employees in the
Association. Contract negotiations concluded in November of 2017 when the City and the
Association reached agreement on wages, salaries, benefits, and other terms and conditions of
employment for the period of July 1, 2017 through June 30, 2019.
This new Memorandum of Understanding contains language changes only, and incorporates all the
economic provisions previously adopted by Council at their December 12, 2017 Council meeting.

RESOLUTION NO. 11108
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ORANGE REPEALING RESOLUTION NO. 11052 AND
IMPLEMENTING THE MEMORANDUM OF UNDERSTANDING
BETWEEN THE CITY OF ORANGE AND THE ORANGE FIRE
MANAGEMENT ASSOCIATION CONCERNING WAGES, HOURS,
AND OTHER CONDITIONS OF EMPLOYMENT FOR THE PERIOD
OF JULY 1, 2017 THROUGH AND INCLUDING JUNE 30, 2019.
WHEREAS, the City of Orange (hereafter "City ") and the Orange City Fire Management
Association (hereafter "Association ") have met and conferred in accordance with the requirements
of the Meyers - Milias -Brown Act; and
WHEREAS, the City and the Association have reached agreement on wages, hours, and
other conditions of employment for the period of July 1, 2017 through June 30, 2019 and the City
Council desires to repeal Resolution No. 10968 for said employees as more particularly set forth in
the Memorandum of Understanding attached thereto; and
WHEREAS, on December 12, 2017, the City Council of the City of Orange adopted
Resolution No. 11052, a Resolution of the City Council of the City of Orange Establishing a Letter
of Understanding between the City of Orange and the Orange Fire Management Association
effective July 1, 2017 through June 30, 2019; and
WHEREAS, the City and the Association agreed to incorporate the provisions contained in
the Letter of Understanding noted above into a new Memorandum of Understanding once both
parties had an opportunity to review and concur on any and all language changes included in the
new Memorandum of Understanding.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Orange that
the attached Memorandum of Understanding is approved and incorporated by reference as Exhibit
"A ", as fully set forth herein.
