03.30 Publice Safety Vehicle Purchase 8-14-181. SUBJECT Purchase of thirteen Public Safety vehicles for Orange Police Department (OPD). 2. SUMMARY Purchase of nine vehicles for OPD from Ford of Orange, Orange, CA, through a cooperative purchasing agreement (CPA). Purchase of three vehicles for OPD from National Auto Fleet Group Watsonville, CA, through a CPA. Purchase of a Bearcat Armored Rescue Vehicle (ARV) through Lenco of Pittsfield, Massachusetts using a General Services Administration (GSA) Contract. 3. RECOMMENDED ACTION 1. Authorize the purchase of nine vehicles from Ford of Orange, Orange, CA in the amount of $349,886. 2. Authorize the purchase of two Police Pursuit Rated Black and White Tahoes and one Detective Police Pursuit Vehicle (PPV) Tahoe from National Auto Fleet Group, Watsonville, CA in the amount of $126,880. 3. Award a contract for building /outfitting seven of the above Police Patrol Explorer, one K -9 Explorer, one Detective Explorer and two Police Tahoes and one Detective Tahoe Vehicles to Hi Standard, of Orange, CA in the amount of $168,862. 4. Purchase of one ARV from Lenco Armored Vehicles of Pittsfield, Massachusetts in the amount of $299,575. 5. Authorize the City Manager to surplus the replaced vehicles. 4. FISCAL IMPACT The total expenditure for this purchase is $945,203 and will be funded through: Equipment Replacement (720) $645,628 Asset Seizure- Federal (355) 299,575 Total: $945,203 5. GENERAL PLAN IMPLEMENTATION Public Safety Element Goal 6.0 Provide public safety services of the highest quality. Policy 6.1 Provide the Police Department with adequate personnel, equipment and state -of -the -art technology to effectively combat crime, meet existing and projected service demands, and provide crime prevention programs. These resources should be provided prior to anticipated needs. Implementation Plan: Program I -15 7. DISCUSSION and BACKGROUND The most recent purchases of Police Patrol Vehicles took place in September 2017 with the purchase of nine patrol vehicles, one gang utility unit, and one police /pursuit rated vehicle (unmarked detective unit). Two compact utility vehicles and one pickup truck were also purchased for OPD's Traffic Division. Our Police Patrol Vehicles experience extreme duty service and therefore are replaced on an accelerated vehicle replacement schedule. After review of the current vehicle replacement list, it was determined that the purchase of eight Police Black & White Patrol Units, one Black & White K -9 Utility, one Detective Unit, two Black & White Police Rated Chevrolet Tahoes, one Detective Police Rated Tahoe and one Lenco Armored Rescue Vehicle was needed. The above vehicles were placed on the approved vehicle replacement list in FY 18 -19 as indicated below: • Seven Black & White Police Patrol Utility Vehicles with Ballistic Doors, replacing vehicles originally purchased from 2012 -2013. • One Black & White Police K -9 Utility Vehicle with Ballistic Doors originally purchased in 2013. • One unmarked Police Rated Detective Vehicle, replacing a vehicle originally purchased 1999. • Three Police Pursuit Rated Chevrolet Tahoes (two Black & White, one Detective) replacing vehicles originally purchased in 1999, 2008 and 2011. ITEM 2 08/14/18 • One Lenco ARV for OPD, adding a critical piece of equipment to mitigate an unusual event that could expose safety personnel and /or the public to a serious threat. Ten of the above vehicles will be purchased using a CPA with the City of El Monte, Purchase Order (PO) No. C- 001367 issued on May 2, 2018 issued to Ford of Orange. There are no additional costs or surcharges to be paid by the City to participate in this agreement. National Auto Fleet Group 2 Police Pursuit Rated Chevrolet Tahoes (Black & White) $ 88,047 1 Police Pursuit Rated Chevrolet Tahoe (Detective Unit) 38.833 National Auto Fleet Group Total $ 126,880 The Police Patrol and unmarked detective vehicles will be outfitted with Code -3 equipment including LED light bars and all communication support equipment. These vehicles will meet the OPD standards for Police Patrol and unmarked detective vehicles with Code -3 capabilities. The outfitting will be awarded to Hi Standard Automotive of Orange, CA using the City of Burbank's CPA, Purchase Order No. 154470 and 153599 both issued on June 25, 2018. There are no additional costs or surcharges required to participate in this agreement and all purchasing functions will be completed between the City of Orange and Hi Standard of Orange, CA. Additional funds of $35,425 have been set aside for outfitting the ARV with specialized equipment per the Orange Police Department specific requirements. Lenco Armored Vehicles Lenco Armored Rescue Vehicle Lenco Total $ 299,575 ITEM 3 08/14/18 Ford of Orange and Hi- Standard Automotive qualify for the Local Bidder Preference. Section 3.08.250 of the Orange Municipal Code provides that local bidders shall be granted a sales tax preference of one percent of the amount of that portion of the bid amount which is subject to sales tax (Ord. 12 -99). The OPD vehicles to be replaced are unit numbers 1240, 1425, 1574, 1575, 1601, 1602, 1604, 1605, 1607, 1629, and 1636. One additional 2013 Police Patrol Unit is scheduled to be replaced with this purchase based on condition, the unit number is to be determined once the new vehicles arrive. Additionally, the Lenco ARV will be added to the fleet bringing the total vehicles being purchased to thirteen. 8.
