Award Bid No. 178 -39: University of California, Irvine (UCI) Medical Center Water
Improvements (W -685).
2. SUMMARY
Seven bids for the UCI Medical Center Water Improvement project were received and opened on
Thursday, July 19, 2018. The apparent low bidder is Big Ben, Inc. in the amount of $675,600.
3. RECOMMENDED ACTION
Award a contract to Big Ben, Inc. which includes a 15% contingency to be added to the bid
amount of $675,600, bringing the total contract amount to $776,940, and authorize the Mayor
and City Clerk to execute the contract on behalf of the City.
4. FISCAL IMPACT
The total expenditure for this contract is $776,940 and will be funded in UCI — Master Meter
Program (18104) through Reimbursable Capital Projects (550).

7. DISCUSSION and BACKGROUND
The UCI Medical Center Water Improvement project consists of the installation of approximately
900 linear feet of new 16" ductile iron water mains on Dawn Way, a new master meter assembly
located along The City Drive just south of Chapman Avenue, and other appurtenances in
accordance with current water standards. The goal is to complete the final water master metering
of the UCI Medical Center main campus and to provide a more reliable water service and fire
protection to the campus. UCI Medical Center agreed to provide funding for the improvements
through Agreement No. 6301.
The City Council previously approved an advertisement for bids on June 12, 2018. The bids were
received and opened on July 19, 2018. Seven bidders responded as follows:

Staff requests a 15% contingency be added to the bid, bringing the total contract amount to
$776,940.
Big Ben, Inc. is the apparent responsive low bidder. Staff conducted reference checks with other
agencies including the City of Covina, City of Downey, City of Santa Ana, and Golden State
Water Company. All agencies contacted provided positive feedback and good reviews on the
performance of Big Ben, Inc. who has also completed two previous water main renewal projects
for the City of Orange. Therefore, staff recommends that Big Ben Inc. be awarded the contract in
the amount of $776,940 for the UCI Medical Center Water Improvements Project. Construction
is scheduled to begin in late September 2018 and is expected to be completed within 90 calendar
days.
