Bid No. 189 -05. Authorization to advertise for bids for (SP -3892) Tustin Street and Meats
Avenue Intersection Right Turn Lane. Fiscal Year 2018 -19 (FY19)
2. SUMMARY
Plans, specifications and estimates (PS &E) have been completed for the construction of Tustin
Street and Meats Avenue Intersection Right Turn Lane. The project is ready to be advertised for
bids. The total estimated construction cost including 15% for contingencies and construction
engineering is $476,960.
3. RECOMMENDED ACTION
Authorizing advertisement for bids for (SP -3892) Tustin Street and Meats Avenue Intersection
Right Turn Lane.
4. FISCAL IMPACT
The total expenditure for Bid 189 -05 is estimated to be $476,960 and will be funded in Tustin
Street and Meats Avenue Intersection Right Turn Lane (30025) through TSIP B -West Orange
(284) and Reimbursable Capital Projects (550).

neighborhoods.

problems and apply creative management measures to improve overall circulation.
7. DISCUSSION and BACKGROUND
The intersection of Tustin Street and Meats Avenue has been widened on three of the four corners
to accommodate high traffic volume. Public Works staff has obtained grant funding from Orange
County Transportation Authority through the Intersection Capacity Enhancement (ICE) program
to improve the remaining southeast corner of the intersection. The project will widen Tustin Street
to accommodate a single right turn pocket from northbound Tustin Street to eastbound Meats
Avenue. In addition to the right turn pocket, the project will add a bus bay on the south side of
Meats Avenue. The project is now ready to be advertised for bids.
The total estimated construction cost, including 15% for contingencies and construction
engineering, is $476,960. Construction is scheduled to begin in early 2019 and is expected to be
completed within one hundred calendar days.
California Environmental Quality Act (CEQA) compliance for the project was satisfied with the
adoption of MND 1850 -16, approved by the Council on November 9, 2016, along with the project
plans. With the approval of the plans and MND, staff initiated right -of -way acquisition for the
strips of land necessary for the construction of the Intersection improvements.
