03.16 Picerne Family Foundation Donation1. SUBJECT Accept and appropriate a $12,500 donation from The Picerne Family Foundation to the Orange Police Department to be designated towards partial funding for an Unmanned Aerial System (UAS), and police career education. 2. SUMMARY Of the $12,500 donation, $8,500 will aid in the purchase of an Unmanned Aerial System (UAS), with the remaining $4,000 designated towards police career education. The cost of the aerial system is $25,026. An additional appropriation of $16,526 from the Federal Asset Forfeiture unreserved fund balance is necessary to fund the remaining balance of the aerial system and the required corresponding training. 3. RECOMMENDATION 1. Accept into the City's revenue budget a $12,500 donation from The Piceme Family Foundation, into revenue account number 100.4021.48390.12307, General Fund — K9 /SWAT Donations, and; 2. Authorize the appropriation of $8,500 into expenditure account number 100.4021.55510.12307, General Fund — K9 /SWAT Donations for the purchase of equipment, and; 3. Authorize the appropriation of $4,000 into expenditure account number 100.4011.51840.12308, General Fund — PD Education Donation for police career education, and; 4. Authorize the appropriation of $12,526 from (355) Federal Asset Forfeiture unreserved fund balance into expenditure account number 355.4021.55131.00000, Federal Asset Forfeiture — Equipment Additions to fund the remaining cost of equipment, and; 5. Authorize the appropriation of $4,000 from (355) Federal Asset Forfeiture unreserved fund balance into expenditure account number 355.4021.51840.00000, Federal Asset Forfeiture — Local Training to fund corresponding training. 4. FISCAL IMPACT The total appropriations for this donation are funded by the additional revenue received from The Picerne Family Foundation. The remaining expenditure for the purchase is $16,526 and will be funded through Federal Asset Forfeiture (355). 5. STRATEGIC PLAN Ia. Provide for a Safe Community Provide staffing and resources to deliver services that ensure public safety. 6. GENERAL PLAN IMPLEMENTATION Public Safety Goal 6.0 Provide public safety services of the highest quality. Policy 6.1: Provide the Police Department with adequate personnel, equipment, and state- of -the- art technology to effectively combat crime, meet existing and projected service demands, and provide crime prevention programs. These resources should be provided prior to anticipated needs. 7. DISCUSSION and BACKGROUND The Orange Police Department intends to establish a UAS program to enhance police response by providing immediate air support to manage numerous police functions such as traffic accidents, pursuits, search and rescue operations, active shooter response, crowd monitoring, and crime scene analysis. The UAS program requires a policy establishing the guidelines of the program, a certificate of authorization by the Federal Aviation Administration (FAA) and operator training to be in compliance with FAA requirements, and the purchase of multiple unmanned aerial vehicles (UAV) and equipment for multi -use operations. Proper operating procedures have been established for the UAS program and for the storage, retrieval and dissemination of images and data captured by the UAV, which can be found in the Orange Police Department Policy Manual, Policy No. 609. To realize the Department's mission to protect lives and property, The Picerne Family Foundation has selected the Orange Police Department to receive a $12,500 donation to augment police response. The goal of the foundation is to invest in innovative programs and education that realize significant social value. The Foundation is funded through a portion of the proceeds from the Eleven 10 Town & Country Apartments, which is owned by Picerne Group. Of the $12,500 donation, $8,500 will aid in the purchase of an aerial system, with the remaining $4,000 designated towards police career education.
