03.15 Police Bullet Resistant Windows Appropriation1. SUBJECT
Appropriation of $24,376 from the Police Facility Fees unreserved fund balance for the purchase
of bullet resistant acrylic transaction windows for the detention area, from Total Security
Solutions, Inc. (Total Security).
2. SUMMARY
The appropriation of $24,376 will fund the purchase and installation of level 1 bullet resistant
transaction windows in the Police Department's detention center. The cost of the new transaction
windows is $22,160, a 10% contingency in the amount of $2,216 is recommended for a total not
to exceed amount of $24,376.
3. RECOMMENDATION
Authorize the appropriation of $24,376 from the Police Facility Fees unreserved fund balance to
expenditure account number 570.4011.51401.00000, Repairs to Building and Fixed Equipment.
4. FISCAL IMPACT
The total expenditure for this purchase is $24,376 and will be funded through Police Facility Fees
(570).

Policy 6.1: Provide the Police Department with adequate personnel, equipment and state- of -the-
art technology to effectively combat crime, meet existing and projected service demands, and
provide crime prevention programs. These resources should be provided prior to anticipated
needs.
7. DISCUSSION and BACKGROUND
The Police Department's detention center has been operating well past the planned life span and
is currently being renovated. The detention center operates with four transaction windows that
service detainees. Currently, metal fencing is attached to the acrylic windows making it difficult
to remove grime that has been embedded on the windows. Over time, the windows have also
experienced numerous scratches and scuffs resulting in poor visibility between officers and
detainees. An analysis of the space determined it was necessary to replace the existing security
transaction windows with a higher grade of bullet resistant glass.
Replacing the transaction windows with level 1 bullet resistant acrylic glass will eliminate the use
of the fence screen resulting in a clear line of sight of jail cells and detainees. The bullet resistant
acrylic glass' durability is suitable for protection against forced entry and also offers ballistic
protection. The added security windows will secure the safety of officers, shielding them from
unwanted threats. The department was able to locate three vendors with experience in this type of
work, their bids are listed below.

Upon review of the bid proposals, the Police Department has determined that the bid from Total
Security was reasonably priced and offered a high - quality material. Total Security has been
contracted for services by surrounding agencies for the installation of ballistic glass. We are
confident and satisfied with their work and would like to award the bid to Total Security. The cost
of the new transaction windows is $22,160, a 10% contingency in the amount of $2,216 is
recommended for a total not to exceed amount of $24,376.
