03.10 Mobile Data Computers Amendment1. SUBJECT
First Amendment to Agreement No. 6544 with CDCE, Inc. (CDCE) for the purchase, installation,
and maintenance of Mobile Data Computers (MDCs) in the Police patrol fleet.
2. SUMMARY
Based on successful completion of the replacement in -car MDCs during Fiscal Year 2017 -2018
(FY18), staff is recommending to continue with the purchase and installation of an additional 16
Panasonic Toughbooks from CDCE. The proposed First Amendment will increase the original
contract amount by $93,097.05 for a new total not to exceed contract amount of $183,097.05.
3. RECOMMENDATION
Approve Amendment with CDCE in an amount not to exceed $93,097.05 and authorize the Mayor
and City Clerk to execute the agreement on behalf of the City.
4. FISCAL IMPACT
The total expenditure for this contract is $93,097.05 and will be funded in CIP- Police Vehicle
Mobile Data Computer Systems (Project 20335) through Federal Asset Forfeiture (355).
5. STRATEGIC PLAN GOAL(S)
la. Provide for a Safe Community Provide staffing and resources to deliver services that ensure
public safety.
6. GENERAL PLAN IMPLEMENTATION
Public Safety Goal 6.0 Provide public safety services of the highest quality.
Policy 6.1: Provide the Police Department with adequate personnel, equipment and state- of -the-
art technology to effectively combat crime, meet existing and projected service demands, and
provide crime prevention programs. These resources should be provided prior to anticipated
needs.
7. DISCUSSION and BACKGROUND
MDCs previously purchased by the Department are reaching the end of their service life and are
no longer covered under warranty. It was determined that replacing a quarter of the MDCs, on an
annual basis, would allow the Department to maintain functional MDCs in the patrol fleet. The
City entered into a Consultant Services Agreement with CDCE for the purchase and installation
of MDCs in the Police patrol fleet in December 2017. Of 55 in -car MDCs scheduled for
replacement, 14 have successfully been replaced during FY 18.
Capital Improvement Project No. 20335 provides for the replacement of Police Department in -car
MDCs. The original agreement with CDCE was for a total of $90,000. The proposed First
Amendment to Consultant Services Agreement increases the total contract amount by an additional
$93,097.05, for total not to exceed amount of $183,097.05. Included in the contract with CDCE
is a five -year protection plan, installation services including parts /accessories, and customer
support. CDCE is an authorized seller contracting with Synnex Corporation, an authorized dealer
awarded a General Services Administration (GSA) schedule contract through the GSA Multiple
Award Schedules program. The purchase of 16 Panasonic Toughbooks will be completed using
GSA Federal Supply Schedule -70, Contract No. GS- 35F- 0143R, expiring on November 28, 2019.
The Police Department recommends the purchase of 16 Panasonic Toughbooks and corresponding
maintenance agreement with CDCE in an amount not to exceed $93,097.05. The second phase of this
project is scheduled to begin in September 2018 and is expected to be completed by June 30, 2019.
