License Agreements for the use of public parking lots by non - profits groups (Orange Elderly
Services, OC Friends of Music, and the Orange Public Library Foundation) during the annual
Orange International Street Fair (OISF) event over Labor Day weekend.
2. SUMMARY
Approval of three -year License Agreements with local non - profit groups for the use of City Hall
and Main Library and Historic Center parking lots for fundraising purposes during the OISF.
3. RECOMMENDED ACTION
Authorize City Manager to enter into three -year License Agreements with Orange Elderly
Services, OC Friends of Music, and the Orange Public Library Foundation for the proposed use
of operating paid parking lots during the OISF.

There is no fiscal impact.

7. DISCUSSION and BACKGROUND
In 2000, the City Council authorized a License Agreement with the Orange Public Library
Foundation to operate a paid parking lot during the annual OISF for fundraising purposes. In
2011, the City Council further granted use of the City hall public parking lot to the Orange
Elderly Services and OC Friends of Music for the same purpose. In 2015, the City Council
approved additional three -year License Agreements with these three organizations, which expired
earlier this year. In addition to these three public parking lots, four additional lots have been
available for use by other non - profit groups for the same purpose through an annual lottery
process. The non -profit groups rely on the use of the public parking lots as a major fundraiser
during the three -day event, raising over $20,000 in 2017 collectively.
The following lists the public parking lots available (and previously assigned) for non -profit
organizations during the OISF:
• Lot IA: City Hall East (112 Spaces) — Orange Elderly Services
• Lot 1 B: City Hall West (53 Spaces) — OC Friends of Music
• Lot 2: Main Library (153 Spaces) — Orange Public Library Foundation
• Lot 3A: Lemon Street South (75 Spaces, currently closed)
• Lot 313: Lemon Street North (75 Spaces, currently closed)
• Lot 4: Grand Street (39 Spaces)
• Lot 5: Almond Avenue (34 Spaces)
To be eligible to use the public parking lots during the OISF, non - profit groups must meet certain
criteria including, but not all, of the following:
• Must be an Orange based non - profit organization and verification will be required.
• Organization does not have a booth within the OISF footprint.
• Organization agrees that the funds raised from this activity will be directly used to benefit
the Orange Community.
• Organization agrees to provide sufficient adult staffing to operate the parking lot and will
follow City guidelines.
Remaining public parking lots south of Chapman Avenue, not noted above, are dedicated for
handicap parking, utilized by OISF for staging of equipment and vendors, and assigned to

emergency personnel for the production of Street Fair. Public parking lots north of Chapman
Avenue will remain free and available for the public visiting the OISF and Old Towne
merchants. In addition, several of the private parking lots within the footprint of the Street Fair
have also established "paid" parking during the OISF.
Staff is recommending approval to enter into new, three -year License Agreements with the
Orange Elderly Services, OC Friends of Music, and the Orange Public Library Foundation for the
lots noted above, which provides an opportunity for these License Agreements to return to the
City Council for review and approval after the three -year term. The remaining lots will continue
to be available for other interested non -profit organizations via the annual lottery process, with
the exception of the Lemon Street public parking lot, which is closed due to the construction of
the Metrolink Parking Structure. Non - profit organizations selected in the lottery are also required
to enter into a License Agreement with the City, which is approved by the City Manager as
designated by the City Council.
