Purchase of Firefighter turnout safety gear and additional equipment from L.N. Curtis & Sons
(Curtis) for Fiscal Year (FY) 2018 -19.
2. SUMMARY 7��
The Fire Department purchases turnout safety gear and equipment from Curtis every year to
replace expiring safety gear, currently in use by firefighting personnel. The Fire Department buys
turnout safety gear exclusively from Curtis under the General Services Administration (GSA)
contract.
3. RECOMMENDED ACTION
Authorize the purchase of Firefighter turnout safety gear and equipment from L.N. Curtis & Sons
for a total of $66,615 in FY 2018 -19.

Public Safety Goal 3.0: Protect lives and property of Orange residents and businesses from urban
and wild land fire hazards.
Policy 3.8 Ensure that the Fire Department has sufficient capacity, stations, personnel, and
equipment to meet growth needs in the City for fire protection and related emergency services.
7. DISCUSSION and BACKGROUND
The Fire Department receives special pricing on firefighter turnout safety gear by purchasing under
the GSA contract through L.N. Curtis & Sons. The Department must purchase from Curtis to
maintain its current turnout safety gear specification from Globe Manufacturing Company. Curtis
is the Globe factory authorized vendor for the Southern California Region as well as the Fire
Department's leading supplier for turnout safety boots, wild land brush jackets, gloves, and rope
rescue equipment.
Beginning in FY 2015 -16, the Fire Department initiated a capital improvement project (CIP) to
purchase secondary sets of turnout equipment for fire suppression and fire command personnel.
Fire Department turnout safety gear has a safety and life expectancy of ten years. To remain within
national safety standards and in accordance with the CIP project, the Fire Department will replace
approximately 36 sets of turnout safety equipment in FY 2018 -19.
Turnout equipment is custom made to order based on individual sizing and department
specifications. Several Firefighters still only have one set of turnouts. When primary equipment
is exposed to hazardous chemicals or other fluids, it must be properly decontaminated after use.
Without additional equipment to wear, appropriate individual sizes are not available for use during
decontamination procedures.
