Purchase of one heavy -duty Class 8 compressed natural gas (CNG) powered Sewer /Catch Basin
Cleaner Combo Truck.
2. SUMMARY
Purchase of one heavy -duty Class 8, CNG Sewer Cleaning Combo Truck awarded through a
Cooperative Purchasing Agreement (CPA) by Sourcewell (formerly National Joint Powers
Alliance), to Atlantic Machinery Inc. of Silver Spring, Maryland. This vehicle is for the Public
Works Department, Maintenance Division.
3. RECOMMENDED ACTION
1. Authorize the appropriation of $195,000 from the Sanitation Fund (220) Unreserved Fund
Balance to expenditure account number 220.5023.55212.00000, Motor Vehicle Replacement.
2. Authorize the purchase of one Class 8, Sewer Cleaning Combo Truck from Atlantic
Machinery, Inc. in the amount of $512,634.

6. GENERAL PLAN IMPLEMENTATION
Natural Resources Element Goal 2.0 Protect air, water, and energy resources from pollution and
overuse.
Policy 2.10: Work toward replacing existing City vehicles with ultra -low or zero emission
vehicles. At a minimum, new City vehicles shall be low emission vehicles as defined by the
California Air Resources Board, except if certain vehicle types are not available in the marketplace.
Public safety vehicles are exempt from this requirement.
Infrastructure Goal 1.0 Ensure water, sewer and storm drain systems that meet the needs of
residents and businesses.
7. DISCUSSION and BACKGROUND
After review of the vehicle replacement list, it was determined that one heavy -duty vehicle could
be replaced using a CPA. This large Class 8, CNG powered Sewer Cleaning Combo Truck is on
the approved vehicle replacement list for FY 18 -19. Unit 1465 has been identified for replacement
due to its high usage and high hours.
In conjunction with the Finance Department, the purchase of this vehicle will be completed using
a CPA with Sourcewell, Contract No. 122017 -AMI with Atlantic Machinery, Inc. The contract is
good through February 20, 2022 and is on file in our Purchasing Department.
The City of Orange is required to purchase an alternative fuel clean air vehicle as mandated by
AQMD Rule 1196, Clean on Road Heavy -Duty Public Fleet Vehicles. Some of the clean on -road
vehicles qualify for grant funding as noted below.
Hybrid and zero emission truck and bus Voucher Incentive Project (HVIP) grant voucher funding
is for the Cummins Westport ISX -12N CNG near zero emission engine that became available in
the Spring of 2018. This is the preferred CNG powertrain for heavy -duty vehicles. Once a binding
purchase order is issued by the City of Orange is issued, Municipal Maintenance Equipment (a
west coast representative for Atlantic Machinery), will apply for the HVIP grant/voucher.

Once the purchase order is issued, staff will secure additional grant funds through MSRC,
California Public Fleet Pilot Project. The MSRC Grant amount is an additional $25,000. This
requires a binding approval by the City Council to purchase the subject Class 8 CNG powered
vehicle.

Delivery is estimated 250 days from receipt of the purchase order. The new vehicle will replace
Unit No. 1465, a 2006 VacCon Sewer Cleaning Combo Truck. The Public Works Department is
requesting that Unit No. 1465 be rotated back into the fleet as a Best of Use vehicle for occasions
when the Sewer Cleaning Combo Truck is down for an extended period of time (1 — 2 weeks) for
service or repairs. Additionally Unit 1465 will be retro- fitted with hydro- excavation equipment.
This hydro- excavation equipped vehicle (Opt -4 $6,709) will be used by both the Maintenance and
Water Divisions to access underground infrastructure (water & sewer lines), reducing the amount
of hand - digging normally required.
