03.25 Handy Creek Palm Removal Project1. SUBJECT Award of Contract; Informal Bid No. 178 -41: S -239 - Handy Creek Palm Removal Project. 2. SUMMARY Informal Bids for Handy Creek Palm Removal Project were received and opened on June 7, 2018. Two bidders responded to the Notice Inviting Bids. The apparent low bidder is Great Scott Tree Service, Inc of Stanton, California. 3. RECOMMENDED ACTION 1. Authorize the appropriation of $126,961 from the Sanitation 220 Unreserved Fund Balance to expenditure account number 220.5025.51700.00000, Tree Services — Contractual Services. 2. Award the contract to Great Scott Tree Service, Inc. of Stanton, California in the amount of $126,961 and authorize the Mayor to execute and the City Clerk to attest the contract on behalf of the City. 4. GENERAL PLAN IMPLEMENTATION Natural Resources Goal 5.0: Provide recreational facilities and programs that adequately serve the needs of the residents. Policy 5.1: Maintain existing City parks at levels that provide maximum recreational benefit. 7. DISCUSSION and BACKGROUND The proposed work area at Handy Creek from Chapman Avenue to Amapola Avenue, with over 350 dead palm trees, was identified by the City as being in a state of elevated fire risk. The palm trees within this area are primarily Washingtonia robusta, also known as the Mexican Fan Palm, which retain dead frond material along the entirety of their trunk. This dead material provides an ample fuel source for potential fires. The vertical fuel source presented by these fronds make ignition of other material, including private property, a higher risk. The informal bid solicitation was advertised on May 23, 2018 with bids being opened on June 7, 2018. Two bidders submitted proposals as follows: TOTAL BID 1) Great Scott Tree Service, Inc., Stanton $ 126,961 2) West Coast Arborist, Inc., Anaheim $ 135,000 The project is scheduled to commence in early September and be completed in early October 2018. This timeframe has been selected to comply with California Fish and Game Code Section 3503, and 3503.5, Protection of birds' nests, as well as the Federal Migratory Bird Treaty Act.
