7. DISCUSSION and BACKGROUND
The existing water main on Batavia Street under the railroad tracks was constructed in the early
1960s. This water main is aging and considered undersized by current water industry standards.
The continued deterioration of the existing water main along with the recent water main breaks
has forced the Water Divison to shut off and isolate this segment of the water main. Because the
system main is crossing the railroad tracks, Water Division staff is unable and unequipped to
safely make the repairs.
The scope of work includes the replacement of approximately 500 linear feet of existing 6" Cast
Iron Pipe with new 12" and 8" Ductile Iron Pipe. To meet the railraod's requirements,
approximately 95 linear feet of the new 12" main will be encased in a 24" diameter steel casing
within the railroad right -of -way. The proposed project will provide more reliable water service
and fire protection to the businesses and residents in the area.
The total estimated construction cost including 15% for contingencies is $300,000. Upon receipt
of public bids, staff will return to the City Council and recommend the award of the contract to
the lowest responsible bidder. Construction is scheduled to begin late September 2018 and is
expected to be completed within 60 calendar days.
