Appropriation of $21,673 from the Police Facility Fees unreserved fund balance for Police facility
lobby wall repairs and painting by Orange County Commercial Interiors, Inc. (OCCI).
2. SUMMARY
The interior lobby walls of the Police Department facility require repairs and painting due to
exposure to extreme heat and rainwater damage. An appropriation of $21,673 from the Police
Facility Fees unreserved fund balance is necessary to cover the difference in cost from the Capital
Improvement budgeted amount of $8,182, and the OCCI total repair cost of $29,855.
3. RECOMMENDATION
Authorize the appropriation of $21,673 from the Police Facility Fees unreserved fund balance to
expenditure account number 570.4011.51401.00000, Repairs to Building and Fixed Equipment.
4. FISCAL IMPACT
Upon appropriation, funds will be available to cover the cost of the lobby wall repairs as follows:

Policy 6.1: Provide the Police Department with adequate personnel, equipment, and state- of -the-
art technology to effectively combat crime, meet existing and projected service demands, and
provide crime prevention programs. These resources should be provided prior to anticipated
needs.
7. DISCUSSION and BACKGROUND
The Orange Police Department's front lobby operates with five transaction windows that serve the
public. The lobby is an expansive area, approximately 4,500 square feet, where people come
together to meet, get information, and interact. The Police facility is a two -story building except
for the lobby area where walls are continuous, extending beyond the second floor to the glass dome
ceiling. The glass dome ceiling does not protect interior walls from exposure to changing weather
conditions including extreme heat during the summer and rainwater /moisture during the winter.
The exposure to changing weather conditions has deteriorated the original wallpaper, causing the
brittle wallpaper to peel from the wall. While most facility improvements can be performed by
the City's facilities staff, the maintenance and repair of the lobby walls require an outside
contractor.
The proposed improvement includes the removal of existing wallpaper, masking, dust control,
preparing and sealing the drywall for skim coating, and painting. The contractor shall provide all
labor, materials, tools, and equipment to clean, prepare, and repair existing walls. The Department
was able to locate three qualified contractors with experience in this type of work; their bids are
listed below.

Of the three proposals, OCCI was ranked the best overall. Their proposal in the amount of $28,355
was substantially lower than Ashmore Construction and Avalon Paint & Fine Finishes. The total
cost of the repairs is $28,355, a $1,500 contingency is recommended for additional unforseen
expenses for a total not to exceed amount of $29,855. As such, the contract will be executed by
the City Manager. However, in order for the project to commence, an appropriation of $21,673 is
necessary. It is recommended that the City Council appropriate $21,673 from the Police Facility
Fees unreserved fund balance.
