03.19 Purchase GrayKey Device1. SUBJECT
Appropriation of $15,030 from the AB3229- COPS /State — Supplemental Law Enforcement
Services (SLES) unreserved fund balance for the purchase of the GrayKey device and one -year
licensing from GrayShift, LLC (GrayShift).
2. SUMMARY
The Police Department has been unable to acquire digital evidence from newly released Whones
without knowing a passcode. The purchase of the GrayKey device and one -year licensing will
allow the Department to use the latest technology for forensic analysis.
3. RECOMMENDATION
Authorize the appropriation of $15,030 from (354) AB3229- COPS /State — SLES unreserved fund
balance to expenditure account number 354.4011.55131.00000, AB3229- COPS /State — SLES,
Equipment Additions.
4. FISCAL IMPACT
Upon appropriation, funds will be available to cover the cost of the GrayKey device and license
as follows:

Policy 6.1: Provide the Police Department with adequate personnel, equipment and state- of -the-
art technology to effectively combat crime, meet existing and projected service demands, and
provide crime prevention programs. These resources should be provided prior to anticipated
needs.
7. DISCUSSION and BACKGROUND
Cellular phone and digital forensics have become an integral part of nearly every type of
investigation. The Orange Police Department has purchased several tools and technology to aid in
investigations with digital evidence. Since September 2017, the Department has processed 245
phones using a universal forensic extraction device. However, this number does not include newly
released Whones that can only be unlocked by mobile forensic vendors specializing in digital
intelligence.
The Police Department recommends the purchase of the GrayKey device and one -year licensing
for a total amount of $15,030. An appropriation of $15,030 from the unreserved A133229-
COPS /State — SLES fund is necessary to cover the cost of this purchase.
