03.17 MSRC Grant Funding FY191. SUBJECT Authorize the Public Works Department to apply and secure Mobile Source Air Pollution Reduction Review Committee (MSRC) Grant Funding to supplement the cost of four Electric Vehicles to be purchased at a future date along with one dual -head private Fleet Level II Charging Station. 2. SUMMARY The Public Works Department is requesting approval to submit an application to MSRC with the required documentation and steps needed to secure an additional $42,500 in grant funding for the purchase of four Light -Duty Zero Emission Vehicles and one Electric Vehicle Level II, Private Fleet Charging Station. 3. RECOMMENDED ACTION Authorize the Public Works Department to apply for the MSRC Local Government Partnership Program Grant for the City of Orange. 4. FISCAL IMPACT None 5. Expand fiscal resources responsibly. July 10, 2018 6. GENERAL PLAN IMPLEMENTATION Natural Resources Element Goal 2.0 Protect air, water, and energy resources from pollution and overuse. Policy 2.10, Work toward replacing existing City vehicles with ultra -low or zero emission vehicles. At a minimum, new City vehicles shall be low emission vehicles as defined by the California Air Resources Board, except if certain vehicle types are not available in the marketplace. Public safety vehicles are exempt from this requirement. Infrastructure Goal 3.0 Ensure adequate maintenance of public rights -of -way to enhance public safety and improve circulation. Public Safety Element Goal 6.0 Provide public safety services of the highest quality. 7. DISCUSSION and BACKGROUND The Public Works Department is seeking authorization to apply for MSRC Grant Funding towards future purchase of Light -duty Zero Emission Electric Vehicles. The MSRC Local Government Partnership Program allows for up to $10,000 in grant funding on Light -Duty Zero Emission Vehicle purchases. The maximum MSRC grant funding for this project is $40,000 based on the purchase of four MSRC approved EVs. The deadline for the application is August 2, 2018. Secondly, the Public Works Department recommends the purchase of one dual -head private Fleet Level II EV Charging Station, which qualifies for MSRC Grant Funding of 50 %, or for this specific project $2,500. Total MSRC Grant Funding Requested $ 42,500 Implementation Plan: MSRC allows up to 60 months to complete the project or the grant funding will automatically be forfeited. Our Fleet Services Division anticipates no more than half of this time will be needed or a maximum of 30 months to complete the project. Funding and Budget (estimated per MSRC request) Below is the estimated cost on the purchase of four 2019 or 2020 Light -Duty Zero Emission Vehicles and one EV Level II Private Fleet Charging Station. Purchase of four 2019 or 2020 Light -duty Zero Emission Vehicles $ 132,334 Purchase and installation of one dual head L -2 EV Charging Station $ 5,000 Total estimated cost $ 137,334 The final approval to purchase the four vehicles and charging station will be brought before the City Council in the near future. ITEM 2 07/10/18 Staff anticipates additional grant/rebate opportunities will be available. Any rebates received will be used to reimburse the Vehicle Replacement Fund through the Center for Sustainable Energy — California Clean Vehicle Rebate Project (CVRP) in the amount of $2,500 for each vehicle. This requires approval by the City Council to purchase the Light -Duty Zero Emission Vehicles and a binding Purchase Order. In closing, this Agenda Item is required to enable our Public Works, Fleet Services Division to apply and secure $42,500 in grant funding from the MSRC. 8. ATTACHMENTS None ITEM 3 07/10/18
