03.16 ABC Grant Assistance Program FY19
1. SUBJECT
Grant Contract 18G -LA31 with the State of California, Department of Alcoholic Beverage Control
(ABC) for the Grant Assistance Program during Fiscal Year 2018 -2019 (FY19).
2. SUMMARY
Funding from ABC is being provided in the amount of $45,630, with an objective of developing
effective strategies to reduce crime and public nuisance problems associated with ABC
establishments.
3. RECOMMENDATION
1. Approve agreement with the State of California ABC for the grant and authorize the City
Manager to execute the agreement on behalf of the City, and;
2. Approve Resolution No. 11100, and;
3. Accept into the City's revenue budget a $45,630 grant from the State of California ABC into
revenue account number 100.4033.45495.30109, ABC Grant FY19, and;
4. Authorize the appropriation of $45,630 into the following expenditure accounts:

5. STRATEGIC PLAN GOAL(S)
Ia. Provide for a Safe Community Provide staffing and resources to deliver services that ensure
public safety.
6. GENERAL PLAN IMPLEMENTATION
Public Safety Goal 6.0 Provide public safety services of the highest quality.
Policy 6.1: Provide the Police Department with adequate personnel, equipment and state- of -the-
art technology to effectively combat crime, meet existing and projected service demands, and
provide crime prevention programs. These resources should be provided prior to anticipated
needs.
7. DISCUSSION and BACKGROUND
The mission of the Department of Alcoholic Beverage Control (ABC) is to administer the
provisions of the Alcoholic Beverage Control Act in a manner that fosters and protects the health,
safety, welfare, and economic well -being of the people of the State. In furtherance of this mission,
the Orange Police Department has received a $45,630 grant from ABC to develop an effective
strategic approach to reducing crime and public nuisance problems associated with ABC
establishments. The grant will also provide for the development and establishment of a multi -
agency working group to assist in completing business inspections and enforcing state laws and
local ordinances. The grant- funded objectives are as follows:
Facilitate two, Licensee Education on Alcohol and Drugs (LEAD) trainings for business
owners and staff during the grant period to educate them on the benefits of responsible
alcohol service;
Conduct three Informed Merchants Preventing Alcohol - Related Crime Tendencies
(IMPACT) operations to educate and eliminate alcohol - related crimes;
Conduct four ABC in- service trainings to members of the Field Services and Investigative
Services Divisions to ensure a comprehensive effort in proactively enforcing alcohol -
related laws and local ordinances;

• Conduct three Minor Decoy operations and two Shoulder Tap operations to eliminate the
sale and distribution of alcohol to minors;
• Conduct five general enforcement operations to address ABC and Orange Municipal Code
Violations, narcotic, and gambling violations.
In summary, the training of law enforcement personnel, prevention, enforcement, and liaison with
the ABC district office will develop an effective, comprehensive, and strategic approach to
eliminating the crime and public nuisance problems associated with ABC establishments. The
allocation of the FYI Alcohol Policing Partnership grant will ensure adequate funding through
June 30, 2019.
