03.13 License Plate Reader System Purchase1. SUBJECT Agreement with Vigilant Solutions, LLC (Vigilant) for the purchase of License Plate Reader (LPR) cameras, hardware, software, installation, and warranty to replace the current LPR systems used by field personnel. 2. SUMMARY The existing LPR equipment used by field personnel is now outdated resulting in significant vehicle downtime for repairs. The Department is requesting approval to replace existing LPR cameras and accompanying software. The cost of the new system is $160,880, a 10% contingency in the amount of $16,088 is recommended for a total not to exceed amount of $176,968. 3. RECOMMENDATION 1. Approve Agreement with Vigilant in an amount not to exceed $176,968 and authorize the Mayor and City Clerk to execute the agreement on behalf of the City, and; 2. Authorize an appropriation of $176,968 from (354) A133229- COPS /State — SLES, Equipment Additions unreserved fund balance to expenditure account number 354.4011.55131.00000, AB3229- COPS /State — SLES, Equipment Additions. 4. FISCAL IMPACT Upon appropriation, funds will be available to cover the cost of the LPR systems as follows: 354.4011.55131.00000 AB3229- COPS /State — SLES, Equipment Additions $176,968 5. STRATEGIC PLAN GOAL(S) Ia. Provide for a Safe Community Provide staffing and resources to deliver services that ensure public safety. 6. GENERAL PLAN IMPLEMENTATION Public Safety Goal 6.0 Provide public safety services of the highest quality. Policy 6.1: Provide the Police Department with adequate personnel, equipment and state- of -the- art technology to effectively combat crime, meet existing and projected service demands, and provide crime prevention programs. These resources should be provided prior to anticipated needs. 7. DISCUSSION and BACKGROUND LPR technology allows for the automated detection of license plates. It's used by the Orange Police Department to convert data associated with vehicle license plates for official law enforcement purposes, including identifying stolen or wanted vehicles, stolen license plates and missing persons. It may also be used to gather information related to active warrants, homeland security, electronic surveillance, suspect interdiction and stolen property recovery. The current LPR equipment was originally transferred to the Orange Police Department through the Urban Areas Security Initiative (UASI) grant program. While maintenance and servicing is the sole responsibility of the sub - recipient, all maintenance of LPR equipment has been managed through the UASI grant program. The LPR equipment has now reached its useful life and needs to be replaced. The availability of replacment parts is diminishing and UASI will not fund a replacement LPR system. Because the Department's current LPR system was acquired through Vigilant, upgrading to a new Vigilant product will be much easier and consistent with what the County of Orange uses for law enforcement. The Vigilant product is intended to operate with outside agencies and jurisdictions enabling the Orange Police Department to easily access and share data. This equipment has allowed the Orange Police Department to lead in vehicle theft recovery in Orange County during 2017. Upon City Council approval, the new LPR system would include the following: • Intelligence Led Policing package • Two LPR systems • CarDetector Mobile LPR software for MDC units • Four 3- Camera Mobile LPR systems • Code 3 light bars • Five years of hardware warranty • Three years of hosting services • Three years of commercial data and facial recognition services Due to the high cost of these devices, there are currently two Mobile LPR 4- Camera systems in service for use by field personnel. The original 4- Camera system is no longer required and has since then been replaced with a 3- Camera system. The Department would like to replace existing cameras and add two additional systems, a total of four 3- Camera systems, to eliminate downtime ITEM 2 7/10/18 when vehicles are taken out of service for repairs.
