03.12 Rancho Santiago Blvd Pipe Repair1. SUBJECT Authorization of payment for the repair of existing 27" cement coated steel pipe on Rancho Santiago Blvd. 2. SUMMARY The existing 27" cement coated steel transmission main had a leak due to a prolonged impact from a Southern California Edison (SCE) pole which was installed on the edge of the pipe. Valverde Construction was hired to repair the leak because of their experience and expertise on this type of pipe material. The power pole was temporarily relocated slightly away from the pipe, and the pipe was repaired and put back into service. The total cost for this repair is $37,806. 3. RECOMMENDED ACTION Authorize the payment for the repairs of the existing 27" cement coated steel pipe. 4. DISCUSSION and BACKGROUND The 27" diameter transmission main was installed in 1957 to convey water between pressure zones 2 and 3 of the water system. This is a steel pipe with cement lining on the inside and outside of the pipe. A leak on this transmission line was reported and investigated by Water Division staff. Because of the pipe material, the repair required the expertise of an outside contractor. Valverde Construction, Inc. was contacted because of their experience repairing this pipe material. They have successfully repaired leaks at other locations for the City in the past. Their workmanship and reasonable pricing has proven beneficial to the City. Valverde Construction proceeded to repair the leak on a time and material basis under the supervision of the Water Division. Work was done around the clock in coordination with SCE due to the required street closure to accommodate equipment and safety measures. After completion, time and material tickets and an invoice were submitted to the City in the amount of $37,806. The repair work has been completed and the waterline is back in service. Staff is requesting the authorization to make final payment to Valverde Construction, Inc. The cost paid to Valverde Construction along with staff time involved in reparing the leak will be submitted to SCE for reimbursement based on evidence that the leak was caused by the installation of the power pole. Due to the nature of the leak, the City did not have time to conduct a bid process and seek prior City Council approval of this contract. 8. ATTACHMENTS • Location Map ITEM 07/10/18 2
