03.10 Katella Struck Intersection Imp Amendment1. SUBJECT First Amendment to Agreement No. 6580; Katella Avenue and Struck Avenue Intersection Improvements (SP- 4040). 2. SUMMARY This First Amendment to Stantec Consulting Services, Inc., authorizes a cost increase to Agreement No. 6580 for the Katella Avenue and Struck Avenue Intersection Improvements Project in the amount of $13,524. 3. RECOMMENDED ACTION -77 Approve the First Amendment to Agreement No. 6580 in the amount not to exceed $13,524 to Stantec Consulting Services, Inc. 4. GENERAL PLAN IMPLEMENTATION Circulation and Mobility Goal 1:0: Provide a safe, efficient, and comprehensive circulation system that serves local needs, meets forecasted demands, and sustains quality of life in neighborhoods. Policy 1.2: Identify key intersections and streets with historical or projected traffic congestions problems and apply creative traffic management measures to improve overall circulation. Urban Design Goal 1.0: Promote streetscapes that enhance the economic vitality and overall visual quality of commercial corridors, support the circulation network, and support pedestrian -scale streets and patterns of activity. Policy 1.1: Enhance the streetscape along the City's major commercial corridors and other major streets through coordinated public and private improvements to convey a positive image of the district, contribute to its economic vitality and perception of the City, and improve visual and physical transitions into adjacent neighborhoods. Streetscape designs should include wide sidewalks to accommodate unified landscaping, trees, lighting, paving, street furniture, and other public improvements appropriate to the scale of the streets Urban Design Goal 3.0: Express the City's distinct community identity and sense of place through improvements to the appearance of new development and commercial and mixed -use corridors. Policy 3.1: Promote community identity through streetscape enhancements, building designs, and treatments marking the primary entrances to the City. Public Safety Goal 6.0: Provide roadway corridors that are aesthetically pleasing and contribute to a feeling of safety, security, and comfort for motorists, bicyclists, and pedestrians. Policy 6.2: Provide clear indicators in the right -of -way for where pedestrians and bicyclists are encouraged to walk, bike, or cross safely. These may include special paving, line stripes, and crosswalks. 7. DISCUSSION and BACKGROUND On March 13, 2018, the City Council approved Agreement No. 6580 with Stantec Consulting Inc., in the amount of $29,859 to design the traffic signal improvements at the intersection of Katella Avenue and Struck Street. The traffic signal improvements were necessary to facilitate access for the future Branch West Orange Apartments project located at 1725 West Katella Avenue. Under a development agreement approved by the City Council, the developer will pay $57,000 of the overall design and construction costs. Subsequent to the contract award, preliminary engineering determined that the existing landscaping in the median would not be able to be salvaged. The existing medians will be modified as part of the intersection redesign but no provisions were made in the original contract to replant the entire median. ITEM 2 07/10/18 The existing planting and irrigation system is aged and at the end of its useful life. This First Amendment to Agreement No. 6580 will allow for the development of a drought friendly pallette and new irrigation that is water efficient. Additionally, once a new standard is developed, it can then be utilized in other city medians as future projects and funding opportunities become available for rehabilitation. Given the overall intersection and streetscape improvements, and the recent addition of sidewalks along the south side of Katella Avenue, this project provides an opportunity to expand the concrete pad for groups of pedestrians waiting to cross the street, rehabilitate the landscaping, and add nighttime up- lighting surrounding the community service organization monument located at the southeast corner of Katella Avenue and Struck Street. The additional landscaping and lighting enhancements will complete the overall aesthetics of the intersection. The total cost for both the landscape median redesign and southeast corner improvements is $13,524. The improvements will be incorporated in the final construction drawings for the traffic signal modification plans and bid as part of the overall intersection improvements. Adequate funding currently exists in the design budget to pay the requested First Amendment costs and no new funding is requested. 8.
