Consultant Services Agreements between the City of Orange and Code Consulting Group, LLC,
(Code Consulting) for Plan Review Services for Fiscal Year (FY) 2018 -19.
2. SUMMARY
The Fire Department is requesting City Council approval for the renewed Consultant Services
Agreement between the City of Orange and Code Consulting for FY 2018 -19 for Fire Department
plan review services. Plan review fees paid by the builder offset the costs for plan review services.
3. RECOMMENDED ACTION
1. Approve the renewed agreement between the City of Orange and Code Consulting in an
amount not to exceed $40,000 for FY 2018 -19.
2. Authorize the Mayor and City Clerk to execute the agreement on behalf of the City.

Funds are available to cover the cost of plan review services as follows:

6. GENERAL PLAN IMPLEMENTATION
Public Safety Goal 3.0: Protect lives and property of Orange residents and businesses from urban
and wild land fire hazards.
Policy 3.1: Continue to identify and evaluate new potential fire hazards and fire hazard areas.
7. DISCUSSION and BACKGROUND
Code Consulting Group, LLC is one of two plan review service providers for the Fire Department.
(Bureau Veritas North America is the other.) This consultant is used to validate complete sets of
construction design documents, which require high levels of technical expertise to review. Their
plan review staff includes structural engineers, electrical engineers, fire marshals and architects.
Plan review service providers are selected based on expertise, type of plan review requested,
service level and plan review processing time.
In July of 2008, City Staff initiated a Request for Proposal (RFP) soliciting competitive bids for
Plan Review Services. Code Consulting was one of two vendors selected for their services and
expertise for a portion of the Fire Department's Plan Review needs. Based upon their competitive
pricing and their high level of customer service, a new contract is recommended. Plan review fees
paid by builders offset the cost of plan review services. This past year, the Fire Department has
seen a 30 percent reduction in contracted plan review services since filling the Plan Examiner
position in August 2017.
