Agreement with Youth Centers of Orange (YCO), a California non - profit corporation, for the
administration of After - School Community Recreation Program Services for school -age youth in
Orange.
2. SUMMARY
Approval of a five -year operating agreement with YCO for the operation and administration of
After - School Community Recreation Program Services (After School Programs) at four City
parks: El Camino Real, Grijalva, Killefer and Handy. For the first year, the proposed agreement
allocates Community Development Block Grant funding in the amount of $43,170.
3. RECOMMENDED ACTION
Approve five -year Agreement with YCO in the amount of $43,170 for Fiscal Year 2018 -2019
(FY19) and Authorize the Mayor and City Clerk to execute the Agreement on behalf of the City.

5.2 Provide a range of high quality recreational facilities and programming to serve a broad cross
section of residents, including youth, seniors, young adults, mature adults, and people with

7. DISCUSSION and BACKGROUND
Background
For many years, the City has offered after - school programing for youth ages 5 -12. The program
provides structured and supervised activities for Orange youth who need a place to go after -
school. Originally, part -time City employees staffed these programs. As a budgetary savings in
2011, the City provided Community Development Block Grant (CDBG) funds and use of
facilities, and partnered with the Friendly Center (FC) to run the programs. In 2015, after being
notified additional funds were needed to sustain the program and completion of a formal bid
process, the City partnered with the FC to staff and provide after - school programs at El Camino,
Grijalva and Killefer Parks. This was funded by $43,170 in CDBG monies, $50,000 from the
general fund, as well as use of the facilities.
Starting in 2013, the City also partnered with the Tustin Boys and Girls Club to offer after - school
programming at Handy Park. City support included use of the facility only. In May 2018, the
Boys and Girls Club notified the City they no longer have the means to continue programming at
Handy Park.
Discussion
In 2018, the newly formed local non - profit, Youth Centers of Orange (YCO), approached the
City with a proposal to partner to provide after - school programs at all four city locations (El
Camino Real, Grijalva, Killefer, and Handy Parks) requesting only $43,170 in CDBG funding

and use of facilities, a savings of $50,000 to the general fund. The program components and
standards remain the same, and there is no service interruption to the participants. For the last
year, the YCO has successfully run a year -round youth program at their Grand Street Center
facility, and has established a solid local Board of Directors to help build and support their
organization. After meeting with the FC and sharing the YCO proposal, it was mutually agreed
upon to conclude the FC partnership at the end of June 2018, allowing YCO to become a new
City partner for after - school programs beginning with the 2018 -2019 school year in August 2018.
YCO has indicated their additional funding will be provided through Corporate Sponsors, Grants,
and the YCO General Fund. The City will continue to be responsible for facility maintenance and
utility costs associated with the program.
Staff is recommending approval of the attached agreement, which includes the following
highlighted components:
• A five -year agreement with future funding dependent upon CDBG Committee funding
recommendations, and City Council allocation of funds during each year's budget process.
• The right to terminate for cause in 30 days, or at the end of each year for convenience.
• The program is open to all City residents on a first come, first served basis, a portion of
whom must meet the CDBG eligibility requirements at El Camino Real Park, Grijalva Park,
Killefer Park, and Handy locations.
• Provide service to a minimum of 375 youth collectively.
• A ten -month program that coincides with the Orange Unified School District calendar.
• Offered with 1:14 staff -to -child ratios as outlined in the Agreement Scope of Work in order
to maintain a safe and high - quality program.
• Staffed with individuals that have passed background checks and meet City contract
standards.
• Includes a balance of recreation and enrichment activities, and tutoring /homework assistance.
• Payment of CDBG funds provided on a reimbursement basis upon provision of services.
Staff will closely monitor the program and work with YCO to ensure a high quality program is
available to the Orange community.
