Third Amendment to Professional Services Agreement No. 6355 with Lyons Security Service
Inc.
2. SUMMARY
This third amendment extends term of the agreement, and increases the amount available for the
remaining agreement terms by $15,000 each year for a new annual not to exceed amount of
$85,000, and incorporates a scope update to revise the security officer hourly rate.
3. RECOMMENDED ACTION
Approve Third Amendment to Professional Services Agreement No. 6355 with Lyons Security
Service Inc. in an amount not -to- exceed $85,000, and authorize the Mayor and the City Clerk to
execute on behalf of the City.

Funds are available in Fiscal Year 2018 -2019 (FYI 9) to cover the amendment as follows:

7. DISCUSSION and BACKGROUND
Background
Over the past few years, the City has employed the services of a private security firm to patrol
selected city parks during non - operating hours. This strategy has proven very effective in
reducing vandalism such as graffiti, electrical wire theft, damaged doors, windows, bonfires, and
broken trees, as well as ensuring compliance with park closure hours. Complaints from residents
regarding illegal overnight activity have also decreased or ceased completely. A security
presence in the parks acts as a deterrent to these behaviors and provides the City with an
alternative to utilizing Orange Police Department resources.
On June 22, 2016, the City entered into a contract with Lyons Security Inc. to provide security
patrols for our parks for a one -year term, with options for three, one -year renewals. The original
contract was $70,000 per year, which allowed for patrolling to occur in nightly seven -hour shifts
at selected parks. The contract also included guard services for facility rentals, as needed. On
June 21, 2017, a First Amendment renewed the contract for FY18 in the same amount of
$70,000. On January 9, 2018, City Council authorized a Second Amendment, increasing the FY
18 agreement amount by $30,000.
Based on the success of the park patrol services, the City also entered into a separate agreement
with Lyons Security for patrol services at the Library in an amount not to exceed $35,000
annually.
Discussion
On September 26, 2017, the City Council received a report describing the City's response to the
homeless crisis in Orange. Staff highlighted the success of the park security program in

preventing vandalism, trespassing, and illegal activity that could occur during regular overnight
city park closures. Security guards achieve approximately 90% compliance from patrons they
encounter in the parks during non - operating hours. The security company works closely with the
Orange Police Department on all non - compliance issues. Residents near affected parks and at the
depot train station have expressed appreciation for the guard presence and state they feel safer
due to the patrols.
As the park security program proved successful and the City identified the need for increased
patrols in new areas of concern, additional funding of $15,000 was budgeted in FY 19, providing
$85,000 for each of the two final extensions terms. The increase allows for additional patrols on
an as needed basis. In response to recent concerns about overnight activity, staff has directed
Lyons to increase patrols at various location including Plaza Park, during the holiday season, city
property located on Cypress St., Eisenhower Park, Serrano Park and Pitcher Park. Patrols are
also increased at Grijalva Park when schools are out, for extended breaks and during the summer
months. These patrols are in addition to the continued nightly presence at Hart Park and El
Camino Real Park. Occasional patrols took place at Yorba Park prior to the grand opening and
staff will consider patrols at Shaffer Park as the renovation project nears completion.
Based on the upward trend of increased activity throughout the city, along with the evolving
detailed reporting requirements, Lyons has requested an increase in their hourly rate to attract and
retain a higher caliber security officer to meet the City's needs and expectations. Community
Services staff agree this rate increase is warranted and has incorporated the increase of $1.43 per
hour ($1.00 raise to the employee and $0.43 for administrative overhead) into the third
amendment as Exhibit A. The new hourly rate is $21.20. The new rate continues to be among the
lowest in the county. Lyons Security has and continues to provide excellent service to the City.
