General Plan Annual Progress Report to the State of California.
2. SUMMARY
California Government Code Section 65400 requires that cities submit an annual report on the
status of their General Plan and progress in its implementation to the Governor's Office of
Planning and Research and Department of Housing and Community Development each year.
3. RECOMMENDATION
Receive and file the 2017 General Plan Annual Progress Report for submittal to the State.
4. FISCAL IMPACT
None.
In recent years, submittal of annual General Plan and Housing Element reporting forms made the
City eligible to pursue and be awarded State grant funding for park capital projects. The City is
pursuing a grant for Hart Park for pickleball courts and other improvements. Annual submittal of
the General Plan and Housing Element Annual Report maintains the City's good standing with
the State for funding opportunities.

The item provides a review of overall General Plan implementation during calendar year 2017.
17. DISCUSSION and BACKGROUND I
California Government Code Section 65400 requires that cities submit an annual report on the
status of their General Plan and progress in its implementation to the Governor's Office of
Planning and Research and State Department of Housing and Community Development. Prior to
submittal to the State, the annual report must first be presented to the City Council for review and
acceptance. As a procedural matter, staff took the annual report to the Planning Commission at
their May 7, 2018 meeting. The Planning Commission staff report and meeting minutes are
provided as an attachment to this report.
Over the course of 2017, the City continued to make progress on a number of General Plan
implementation items including:
• Zoning Code updates for accessory dwelling units consistent with State Law, and for
parking and loading requirements for multi - family residential uses.
o In 2017, staff also began preparations for several Code updates, including updates
to sign standards, city -wide parking standards, density bonus regulations, creation
of a Master Land Use Table, and creation of Administrative Use Permits for
breweries.
• Updated the City's Historic Preservation Design Standards and made substantial progress
in updating the Street Tree Master Plan, completed creation of new building security
guidelines, and made revisions to the City's tree preservation/historic tree ordinance.
• Completed an update of the City's Community Wildfire Protection Plan (CWPP),
obtained a specialized Wildland Fire Engine, Began preparing plans for adding a 3 -bay
apparatus building to Fire Station 2, and provided Community Emergency Response
Team (CERT) training to 100 new members and 117 existing members.

• Began preparations for design guidelines for the protection and preservation of the City's
three Eichler tracts in preparation for future historic district designation.
• Entitlement of Branch West Apartments (94 units) and 999 Town and Country (262
units) as infill projects in Land Use Focus Areas.
• Opened 2,025 code enforcement cases and closed 1,916 cases.
• Provided critical intersection improvements and signalization at Lincoln and Tustin, and
began design for other intersections.
• Initiated a program to collect organic waste from commercial businesses, including
landscape waste and harvesting resulting methane at a collection facility.
• Capital Improvement Projects:
o Renovation began on of Yorba and Shaffer Parks,
o Irrigation improvements occurred at several parks and landscape assessment
districts,
o Improvements were made to City facilities such as air conditioning, electrical
systems , and computer infrastructure,
o Replacement of curbs, gutters and sidewalks occurred throughout the City,
o Street pavement repair and rehabilitation occurred throughout the City,
o Traffic signals were synchronized,
o Traffic signal improvements were installed,
o Roadway and infrastructure maintenance and upgrades occurred, and
o Sewer system deficiencies were corrected
• Continued housing production and progress toward meeting our Regional Housing Needs
Assessment (RHNA) allocation. 474 new residential units were finaled in 2017 and 81
units fall into the Extremely Low to Low Income categories.
