Purchase of Police Department uniforms and accessories from GRP2 Uniforms Inc., DBA
Keystone Uniforms OC (Keystone).
2. SUMMARY
Keystone supplies law enforcement uniform attire, accessories, and tailor services to Orange
Police Department personnel. This purchase allows for the continuation of uniforms and
accessories for the Fiscal Year 2018 -2019 (FY19).
3. RECOMMENDATION
Authorize the sole source purchase of uniforms and accessories from Keystone, in an amount not
to exceed $90,000.
4. FISCAL IMPACT
Upon adoption of the proposed FY19 annual budget, funds will be available to cover the cost of
uniforms and accessories as follows:

Policy 6.1: Provide the Police Department with adequate personnel, equipment, and state- of -the-
art technology to effectively combat crime, meet existing and projected service demands, and
provide crime prevention programs. These resources should be provided prior to anticipated
needs.
7. DISCUSSION and BACKGROUND
The Police Department has been purchasing uniforms and accessories from Keystone since 2014.
The uniform vendor is expected to be within close proximity to the Orange Police Department to
minimize personnel driving time for pickups and scheduled fittings. Currently, there are only two
vendors within a 5 -mile radius of the Police Department that can provide uniforms, accessories,
and tailor services to local law enforcement agencies: Galls, LLC (Galls), and Keystone. Prior to
2013, uniforms and accessories were acquired through Galls; however, a merger between Galls
and Quartermaster resulted in a significant decline in services levels, pricing discrepancies, and
lack of product availability. The procurement of uniforms and accessories, through a cooperative
purchasing agreement, was awarded to Keystone in 2014. Keystone has since then, offered
competitive pricing and continues to offer all cities the same pricing for uniform and accessories.
Keystone provides essential uniform attire and gear needed to outfit new officers and replace worn
or damaged items. Police employees, required to wear a uniform, wear the uniform to be identified
as a law enforcement authority in society. In addition, employees wearing a uniform are identified
as a source of assistance in an emergency, crisis or other time of need. New officers and office
staff are initially issued two types of uniforms for wear. Worn or damaged items are replaced on
an annual or as need basis. Specialized units such as SWAT, Motor Officers, K9, Mounted Patrol,
and Bicycle Patrol are issued different uniforms specific to their unit.
The Department is requesting the continuation of uniforms and accessories from sole source
vendor, Keystone, for a total amount not to exceed $90,000.
