03.21 UCI Water Improvements1. SUBJECT Bid No. 178 -39; University of California Irvine (UCI) Medical Center Water Improvements (W- 685) 2. SUMMARY Plans and specifications have been completed for the UCI Medical Center Water Improvement project. The project is ready to be advertised for bids. The preliminary cost estimate, including 15% for construction contingencies, is $835,000. 3. RECOMMENDED ACTION Approve plans and specifications and authorize advertising for bids for the UCI Medical Center Water Improvement project. 4. Policy 6.1: Provide public improvements to support commercial, industrial and institutional uses. 7. DISCUSSION and BACKGROUND In 2016, the City of Orange entered into an agreement with the Regents of the University of California Irvine Medical Center (UCIMC) to complete the final water master metering of the UCIMC main campus (Agreement No. 6301). As part of that agreement, UCIMC agreed to provide $2,000,000 to cover the cost of the required metering and associated water improvements in exchange for the City designing and constructing the improvements along with the relinquishing of an unused on -site water tank to UCIMC. The project's scope of work, in general, consists of utility potholing, installation of approximately 865 linear feet of new 16" ductile iron water mains on Dawn Way, new master meter assembly located along The City Drive just south of Chapman Avenue, lateral services, fire hydrants, valves, fittings and other appurtenances in accordance with current water standards. Plans and specifications, prepared by Stantec Inc., have been reviewed and approved by both Water Division and UCI staff and are ready to be advertised for bids. The total estimated construction cost including 15% for contingencies and construction engineering is $835,000. Construction is expected to start in the fall 2018 and should be completed within 60 calendar days.
