upgrade - Approval of plans and specifications and authorization to advertise for bids.
2. SUMMARY
Plans and specifications have been completed for the Water SCADA System & Controls
upgrade. This project is ready to be advertised for bids. The preliminary cost estimate is
$1,530,000.
3. RECOMMENDED ACTION
Approve plans and specifications and authorize advertising for bids for the Water SCADA
System & Controls upgrade.
4. FISCAL IMPACT
Upon approval of the FY 2018 -2019 budget, funds will be available in the following account:
600.8011.56510.18912 Water Plant Telemetry $1,639,000

7. DISCUSSION and BACKGROUND
The existing SCADA system for the City of Orange Water Division has been in operation for
approximately nineteen years. This system is used to monitor and control the entire water system
remotely from the Water Division Headquarters or from a remote laptop or tablet. The existing
SCADA system is outdated, inefficient, and has limited capability. It does not provide the
desired automation and synchronization of the water system to provide a more efficient operation
by today's standards. The Water Division is seeking to modernize the existing Programmable
Logic Controls (PLCs), radio communication systems, and the programming at all 37 remote
sites to improve reliability, serviceability, and communication speed.
The scope of work includes the furnishing of all materials, labor, equipment, fuel, tools,
transportation, and services for supply, installation, configuration, programming, testing, and
commissioning of the proposed Water SCADA System and Controls Upgrade as described in the
plans and specifications. The preliminary engineering cost estimate for this project is
$1,530,000. Should Council approve the plans and specification, the City will bid the project out.
Installation is anticipated to begin in October 2018 and to be completed within 185 calendar
days.
