Accept and appropriate an $11,250 donation from B.P.O. Elks Lodge No. 1475 to the Orange
Police Department canine program for the purchase of a new police service dog.
2. SUMMARY
As a result of a severe medical condition, K9 Bosco passed away in April 2018. This donation
will allow for a replacement canine to maintain a three -team force serving the residents and
businesses in the City of Orange.
3. RECOMMENDATION
1. Approve Second Amendment with Adlerhorst International, LLC in an amount not to exceed
$39,000 through June 30, 2018, and authorize the Mayor and City Clerk to execute the
agreement on behalf of the City, and;
2. Accept into the City's revenue budget an $11,250 donation from B.P.O. Elks Lodge No. 1475,
into revenue account number 100.4021.48390.12307, General Fund — K9 /SWAT Donations,
and;
3. Authorize the appropriation of $11,250 into expenditure account number
100.4021.55510.12307, General Fund — K9 /SWAT Donations for the purchase of a new police
service dog from Adlerhorst International, LLC.

Upon appropriation, funds will be available to cover the cost of the service dog as follows:

Policy 6.1: Provide the Police Department with adequate personnel, equipment, and state- of -the-
art technology to effectively combat crime, meet existing and projected service demands, and
provide crime prevention programs. These resources should be provided prior to anticipated
needs.
7. DISCUSSION and BACKGROUND
B.P.O. Elks Lodge No. 1475 has selected the Orange Police Department canine program to receive
an $11,250 donation for the purchase of a new police service dog. Through a wide variety of
programs, the goal of the B.P.O. Elks Lodge No. 1475 is to serve the people and community.
Similarly, the Police Department canine program serves residents and businesses here in the City
of Orange. Up until April 2018, the Department maintained three canine teams, Officer Jude King
and K9 Griffin, Officer Mick Osborn and K9 Wyatt, and Officer Damon Allen and K9 Bosco. On
April 4, 2018, canine Bosco was diagnosed with a career - ending medical condition which
precluded him from continuing service with the Orange Police Department. As a result, K9 Bosco
was euthanized in April 2018. The original agreement with Adlerhorst international, LLC was for
a total of $4,200, which included annual on -site training for Fiscal Year 2017 -2018. The First
Amendment to Consultant Services Agreement increased the contract amount by $17,000, for the
purchase and training of the third canine. The proposed Second Amendment to Consultant
Services Agreement increases the total contract amount by an additional $17,800, for the purchase
and training of the replacement canine, for a total compensation amount of $39,000. This
contribution will enable the Department to replace K9 Bosco and maintain a three -team force
serving residents and businesses in the City of Orange.
The Police Department would like to accept an $11,250 donation for the purchase of a police
canine service dog. A suitable service dog has been found through Adlerhorst International, LLC
for a total cost of $12,122. Funds are budgeted and available to cover the remaining balance of
$872. The donation is to be expended by June 30, 2018.
