Second Amendment to Professional Services Agreement with Project Partners, Inc. for
temporary staffing.
2. SUMMARY
With two vacancies in the engineering section at the Water Division, there is an immediate
staffing need to maintain the level of service to customers, especially with engineering plan
check services. The Water Division requests to extend the agreement with Project Partners, Inc.
for temporary staffing services. It is estimated that additional funding in the amount of $28,000
will provide temporary staffing until the position is filled at the end of August 2018.
3. RECOMMENDED ACTION
Approve a Second Amendment to the Professional Services Agreement with Project Partners,
Inc. in the amount of $28,000 and authorize the Mayor and City Clerk to execute on behalf of the
City.

7. DISCUSSION and BACKGROUND
With two vacancies in the engineering section at the Water Division, one of which is a plan
checker, there is a continous staffing need to maintain the level of service to customers,
especially with the planning and development projects. The Water Division entered into a
professional service agreement with Project Partners, Inc. in January 2018 for temporary staffing
services to provide plan check services. The original agreement was for $30,000 and funding has
been exhausted. The City Council approved the First Amendment for an additional $20,000 to
extend the service until mid June, 2018.
The vacant engineering positions are currently going through the recruitment process. It is
anticipated that full staffing levels will be attained in late Summer 2018. In the interim, the
Water Division requests to extend the agreement with Project Partners, Inc. for additional
staffing services. It is estimated that additional funding in the amount of $28,000 will provide
temporary staffing until the end of August 2018. The total compensation to the consultant, upon
approval of the Second Amendment, will not exceed $78,000 without prior approval from the
City.
