Agreement with the City of Santa Ana for FY 2017 Urban Areas Security Initiative (UASI) grant.
2. SUMMARY
The Anaheim/Santa Ana Urban Areas UASI has authorized participation in regional training and
exercises hosted by UASI. The goal of the UASI grant is to ensure that training programs are
delivered to accomplish core competencies and awareness levels among all first responders
regarding terrorism.
3. RECOMMENDATION
Approve the agreement with the City of Santa Ana and authorize the Mayor and City Clerk to
execute the agreement on behalf of the City.

Ia. Provide for a Safe Community: Provide staffing and resources to deliver services that ensure
public safety.
6. GENERAL PLAN IMPLEMENTATION
Public Safety Goal 8.0: Emphasize emergency preparedness both within City Hall and
throughout the community.
Policy 8.2: Coordinate disaster preparedness with other public and private agencies.
1 7. DISCUSSION and BACKGROUND
The UASI Regional Training Program objectives are to ensure that training programs are delivered
to accomplish core competencies and awareness levels among all first responders regarding
terrorism. The Orange Police Department currently has 37 Terrorism Liaison Officers. The
Terrorism Liaison Officer objectives are to educate first responders in the organizational structure
of the Intelligence Community, understand the roles and mission of the Orange County
Intelligence Assessment Center (OCIAC) and the Joint Regional Intelligence Center (JRIC), and
to identify domestic and international terrorist groups, ideologies, and methods for executing
terrorist acts. The grant will provide the following:
• Regional training and exercises hosted by UASI
• Use of equipment, technology or services acquired with grant funds
• Participation in any additional regional projects funded by UASI
• Fire ballistic vests and helmets funded by UASI
Due to a reduced UASI grant allocation, reimbursement for overtime and backfill for training is
no longer being offered.
