2. SUMMARY
Resolution No. 11079 establishes a Memorandum of Understanding between the City of Orange
dnd the Orange City Fire Fighters, Inc. Local 2384 of the International Association of Fire
Fighters, AFL -CIO effective July 1, 2017 to June 30, 2019.

Approve Resolution No. 11079.
14. FISCAL IMPACT
Since Council has already approved the economic provisions of this Memorandum of
Understanding at the October 24, 2017 meeting by adopting a Letter of Understanding between
the City and the Orange City Fire Fighters, Inc. Local 2384 of the International Association of
Fire Fighters, AFL -CIO there is no additional fiscal impact to the budget for adopting this
Memorandum of Understanding.

6. DISCUSSION and BACKGROUND
In accordance with the Myers -Milias-Brown Act, the City and the Orange City Fire Fighters, Inc.
Local 2384 of the International Association of Fire Fighters, AFL -CIO met and conferred on
matters of concern to the City and the employees in the Association. Contract negotiations
concluded in September of 2017 when the City and the Association reached agreement on wages,
salaries, benefits, and other terms and conditions of employment for the period of July 1, 2017
through June 30, 2019.
This new Memorandum of Understanding contains language changes only, and incorporates all the
economic provisions previously adopted by Council at their October 24, 2017 Council meeting.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ORANGE REPEALING RESOLUTION NO. 10995 AND
APPROVING THE MEMORANDUM OF UNDERSTANDING
BETWEEN THE CITY OF ORANGE AND THE ORANGE CITY
FIRE FIGHTERS, INC. LOCAL 2384 OF THE
INTERNATIONAL ASSOCIATION OF FIRE FIGHTERS, AFL -
CIO CONCERNING WAGES, SALARIES AND OTHER TERMS
AND CONDITIONS OF EMPLOYMENT EFFECTIVE JULY 1
2017 THROUGH JUNE 30, 2019.
WHEREAS, the City of Orange, hereinafter referred to as "City ", and the Orange City
Fire Fighters, Inc. Local 2384 of the International Association of Fire Fighters, AFL -CIO
hereinafter referred to as the "Union" have met and conferred in accordance with the
requirements of the Meyers - Milias -Brown Act; and
WHEREAS, the City and the Union have reached agreement on wages, salaries, and
terms and conditions of employment effective July 1, 2017 through June 30, 2019 and the City
Council desires to repeal Resolution No. 10995 for said employees, as more particularly set
forth in the Memorandum of Understanding; and
WHEREAS, on October 24, 2017, the City Council of the City of Orange adopted
Resolution No. 11036, A Resolution of the City Council of the City of Orange Establishing a
Letter of Understanding Between the City of Orange and the Orange City Fire Fighters, Inc.
Local 2384 of the International Association of Fire Firefighters, AFL -CIO effective July 1,
2017 through June 30, 2019; and
WHEREAS, the City and the Union agreed to incorporate the provisions contained in the
Letter of Understanding noted above into a new Memorandum of Understanding once both
parties had an opportunity to review and concur on any and all language changes included in
the new Memorandum of Understanding;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Orange that
the attached Memorandum of Understanding is approved and incorporated by reference as
Exhibit "A" as though fully set forth herein.

NOTE: Councilmember Nichols recorded an abstention due to a potential conflict with a

A Resolution of the City Council of the City of Orange regarding Landscape Maintenance
Assessment District 15 -1 (LMD 15 -1 Santiago Hills Overlay) declaring its intention to
provide for an annual levy and collection of assessments for Fiscal Year 2018 -2019; and
to set a time and place for a public hearing to receive public testimony on the foregoing
matters; and to give preliminary approval to the certified Engineer's Report for Landscape
Maintenance Assessment District 15 -1 (Santiago Hills).
ACTION: 1) Adopted Resolution No. 11078 to approve the Preliminary Engineer's Report
for Landscape Maintenance District 15 -1; 2) Declared the intent to levy an annual
assessment; and 3) Set June 12, 2018, as the date for the Public Hearing on the assessments.

4. REPORTS FROM MAYOR SMITH
Mayor Smith congratulated the Community Foundation for the successful Foundation
Games and the Youth Centers of Orange for their successful afterschool youth programs;
