03.32 Purchase CNG Dump Truck1. SUBJECT Purchase of one heavy duty, Class- Eight, compressed natural gas (CNG) powered ten -wheel dump truck. 2. SUMMARY Purchase of one heavy duty Class- Eight, CNG Ten Wheel Dump Truck from Los Angeles Truck Centers LLC, dba Los Angeles Freightliner, located in Whitter, CA through a Cooperative Purchasing Agreement (CPA) based on the County of Orange Contract No. PO- 012 - 17010353. This vehicle is for the Public Works Department, Water Division. 3. RECOMMENDED ACTION Authorize the purchase of one Class 8, Ten Wheel CNG powered Dump Truck from Los Angeles Freightliner in the amount of $199,875. 4. FISCAL IMPACT Funds are currently allocated for these vehicles in the following account: 720.5023.55212.00000 Motor Vehicle Replacements $2,975,729 5. STRATEGIC PLAN GOAL(S) Provide for a safe community — a. Provide staffing and resources to deliver services that ensure public safety. 2. Be a fiscally healthy community — a. Expend fiscal resources responsibly. 6. GENERAL PLAN IMPLEMENTATION Natural Resources Element Goal 2.0 Protect air, water, and energy resources from pollution and overuse. Policy 2.10: Work toward replacing existing City vehicles with ultra low or zero emission vehicles. At a minimum, new City vehicles shall be low emission vehicles as defined by the California Air Resources Board, except if certain vehicle types are not available in the marketplace. Public safety vehicles are exempted from this requirement. Infrastructure Goal 3.0 Ensure adequate maintenance of public rights -of -way to enhance public safety and improve circulation. 7. DISCUSSION and BACKGROUND After review of the vehicle replacement list, it was determined that one of the heavy duty vehicle could be replaced using a CPA. This large Class- Eight, ten wheel CNG powered Dump Truck is on the approved vehicle replacement list in the FY 17. Unit 888 has been identified for replacement due to its high usage, high mileage, and increased repair costs. In conjunction with the Finance Department, the purchase of this vehicle will be completed using a CPA with the County of Orange, Contract No. PO- 012 - 17010353. The contract/purchase order was issued within the last fifteen months and is on file in our Purchasing Department. There are no additional costs or surcharges to be paid by the City of Orange to participate in this agreement. The City of Orange is required to purchase an alternative fuel clean air vehicle. This is mandated by AQMD Rule 1196, Clean on Road Heavy -Duty Public Fleet Vehicles. Some of the clean on- road vehicles qualify for grant funding as noted below. Hybrid and zero - emission truck and bus voucher Incentive project HVIP Grant (voucher) funding is for the for the Cummins Westport ISX -12N CNG near zero emission engine that became available in the Spring of 2018. This is the preferred CNG powertrain for heavy -duty vehicles. The HVIP grant /voucher ( https: / /www.californiahvip.org /low -nox- incentives will be applied for by LA Freightliner once a binding purchase order from the City of Orange is issued. Expenditure for one vehicle $ 235,349.48 Opt -1 Air Weigh System $ 4,525.50 HVIP voucher grant $ - 40,000.00 (subject to approval by HVIP) Total paid to LA Freightliner $ 199,874.98 Staff will secure additional Grant funds after the Purchase Order is issued that will be applied to reimburse the Vehicle Replacement Fund through Mobile Source Air Pollution Reduction Review Committee (MSRC), California Public Fleet Pilot Project in the amount of $25,000. This requires a binding approval by the City of Orange City Council to purchase the subject Class -Eight CNG powered vehicle or a copy of a signed purchase order. Total paid to LA Freightliner $ 199,874.98 MSRC Grant -25 000.00 Net Vehicle Cost after Grants $ 174,874.98 (subject to approval by MSRC) ITEM 2 05/08/18 Delivery lead -time is estimated at 300 days from receipt of a purchase order. The vehicle being replaced is Unit No. 888, a 1991 International diesel powered dump truck. The Public Works Department is requesting that Unit No. 888 be rotated back into the fleet as a Best of Used vehicle for occasional use. The reason for this is at times the Water Division is severely impacted when one of their dump trucks are down for an extended period of time (1 - 3 weeks). 8. ACTION: Accepted the CDBG FY 16 -17 CDBG Fern Neighborhood Street and Sewer Improvements project as complete; and authorized the Mayor and City Clerk to execute the Notice of Completion. 3.31 Purchase and installation of Opticom GPS Emergency Vehicle Preemption System from DDL Traffic, Inc. (C2500.H) ACTION: Authorized the sole source purchase and installation of GTT Opticom Emergency Vehicle Preemption System from DDL Traffic, Inc. not to exceed $62,459. 3.32 Purchase of one heavy duty Class -Eight Compressed Natural Gas (CNG) powered ten -wheel dump truck. (C2500.M.7) ACTION: Authorized the purchase of one Class 8, ten -wheel CNG powered Dump Truck from Los Angeles Freightliner in the amount of $199,875. 3.33 Purchase of six APX8500 Radios from Motorola Solutions. (C2500.J) ACTION: 1) Authorized the purchase of six APX8500 radios from Motorola Solutions, Inc. in the amount of $49,181.84; and 2) Authorized the appropriation of $29,000 from Proposition 172 (120) unreserved fund balance to account 120.0201.56510.20223 (800 MHz CCCS Next Generation). 3.34 Landscape Maintenance Assessment District 94 -1 (Sycamore Crossing). Resolution No. 11077. (L1200.0) A Resolution of the City Council of the City of Orange regarding Landscape Maintenance Assessment District 94 -1 (Sycamore Crossing) declaring its intention to provide for an annual levy and collection of assessments for Fiscal Year 2018 -2019 (FY19). ACTION: 1) Adopted Resolution No. 11077 declaring the City's intent to provide for an annual levy and collection of assessments for FY19; 2) Approved the Preliminary Engineer's Report; and 3) Set June 12, 2018, as the date for a Public Hearing. 3.35 Landscape Maintenance Assessment District 86 -2 (LMD 86 -2 Santiago Hills). Resolution No. 11076. (L1200.0) NOTE: Councilmember Nichols recorded an abstention due to a potential conflict with a nearby property interest. A Resolution of the City Council of the City of Orange regarding Landscape Maintenance Assessment District 86 -2 (Santiago Hills) declaring its intention to provide for an annual levy and collection of assessments for Fiscal Year 2018 -2019; and to set a time and place for a public hearing to receive public testimony on the foregoing matters; and to give preliminary approval to the certified Engineer's Report for Landscape Maintenance Assessment District 86 -2 (Santiago Hills). ACTION: 1) Adopted Resolution No. 11076 to approve the Preliminary Engineer's Report for Landscape Maintenance District 86 -2; 2) Declared the intent to levy an annual assessment; and 3) Set June 12, 2018, as the date for the Public Hearing on the assessments.
