SUMMARY A request to authorize the sole source purchase of Global Traffic Technologies (GTT) Opticom Emergency Vehicle Preemption System for installation at seven traffic signal controlled intersections. 3. RECOMMENDED ACTION Authorize the sole source purchase and installation of GTT Opticom Emergency Vehicle Preemption System from DDL Traffic, Inc. not to exceed $62,459. 4. GENERAL PLAN IMPLEMENTATION Circulation & Mobility Goal 1.0 Provide a safe, efficient, and comprehensive circulation system that serves local needs, meets forecasted demands, and sustains quality of life in neighborhoods. Policy 1.2: Identify key intersections and streets with historical or projected traffic congestion problems and apply creative traffic management measures to improve overall circulation. Policy 1.6: Maintain and repair roadways and sidewalks as necessary to improve circulation and safety. 7. DISCUSSION and BACKGROUND The City of Orange Fire Department has been utilizing the Opticom Emergency Vehicle Preemption (EVP) equipment since 2012 in order to improve emergency response times and safety. The Opticom GPS EVP System assists Fire Department emergency response vehicles through signalized intersections by providing temporary right -of -way through the use of common traffic controller functions. When activated, the traffic signal controller cycles to grant a green light to the requesting Fire Department vehicle (or holds an existing green) allowing the vehicle to pass through the intersection. During the preempted phase, all cross and opposing traffic is stopped minimizing driver confusion and reducing traffic accidents at the preempted intersection. The Opticom EVP System has been previously approved as the sole source emergency vehicle preemption system for use in our traffic signal intersections throughout the City. Last year, Opticom GPS emitters were installed on 23 Fire Department vehicles to further expand use of signal preemption during an emergency response. As part of the ongoing effort to target intersections that would benefit from emergency preemption technology, the Fire Department has requested equipment installation at seven intersections as follows: 1) La Veta Avenue and Batavia Street 2) La Veta Avenue and Pepper Street 3) Hewes Street and Rancho Santiago Boulevard 4) Chapman Avenue and Canyon View Avenue 5) Chapman Avenue and Cliffway Drive 6) Chapman Avenue and Trails End Lane 7) Jamboree Road and Fort Road The scope of work includes the installation of the detectors on the mast arms or pole of an existing traffic signal, running detector cables to the controller where it will be connected to a phase selector, and installation of the GPS components in the traffic controller cabinets. The Opticom GPS EVP System consists of a GPS radio unit containing a receiver, antenna, cable assembly, phase selector, card rack, and auxiliary interface panel. ITEM 2 05/08/18 The Traffic Engineering Division is requesting the purchase and installation of Opticom GPS Emergency Vehicle Preemption Systems for the seven traffic signal intersections from DDL Traffic, Inc., as a sole source for system consistency and maintenance efficiency. DDL Traffic, Inc. will install the EVP system and provide needed technical support. The total amount of the procurement and the installation is not to exceed $62,459. 8. (C2500.H) ACTION: Authorized the sole source purchase and installation of GTT Opticom Emergency Vehicle Preemption System from DDL Traffic, Inc. not to exceed $62,459. 3.32 Purchase of one heavy duty Class -Eight Compressed Natural Gas (CNG) powered ten -wheel dump truck. (C2500.M.7) ACTION: Authorized the purchase of one Class 8, ten -wheel CNG powered Dump Truck from Los Angeles Freightliner in the amount of $199,875. 3.33 Purchase of six APX8500 Radios from Motorola Solutions. (C2500.J) ACTION: 1) Authorized the purchase of six APX8500 radios from Motorola Solutions, Inc. in the amount of $49,181.84; and 2) Authorized the appropriation of $29,000 from Proposition 172 (120) unreserved fund balance to account 120.0201.56510.20223 (800 MHz CCCS Next Generation). 3.34 Landscape Maintenance Assessment District 94 -1 (Sycamore Crossing). Resolution No. 11077. (L1200.0) A Resolution of the City Council of the City of Orange regarding Landscape Maintenance Assessment District 94 -1 (Sycamore Crossing) declaring its intention to provide for an annual levy and collection of assessments for Fiscal Year 2018 -2019 (FY19). ACTION: 1) Adopted Resolution No. 11077 declaring the City's intent to provide for an annual levy and collection of assessments for FY19; 2) Approved the Preliminary Engineer's Report; and 3) Set June 12, 2018, as the date for a Public Hearing. 3.35 Landscape Maintenance Assessment District 86 -2 (LMD 86 -2 Santiago Hills). Resolution No. 11076. (L1200.0) NOTE: Councilmember Nichols recorded an abstention due to a potential conflict with a nearby property interest. A Resolution of the City Council of the City of Orange regarding Landscape Maintenance Assessment District 86 -2 (Santiago Hills) declaring its intention to provide for an annual levy and collection of assessments for Fiscal Year 2018 -2019; and to set a time and place for a public hearing to receive public testimony on the foregoing matters; and to give preliminary approval to the certified Engineer's Report for Landscape Maintenance Assessment District 86 -2 (Santiago Hills). ACTION: 1) Adopted Resolution No. 11076 to approve the Preliminary Engineer's Report for Landscape Maintenance District 86 -2; 2) Declared the intent to levy an annual assessment; and 3) Set June 12, 2018, as the date for the Public Hearing on the assessments.
