Award of Contract; SP -4057, Pavement Maintenance on Amapola Avenue and Meads Avenue in
Orange Park Acres.
2. SUMMARY
The street maintenance work on Amapola and Meads Avenue in Orange Park Acres will be
completed in conjunction with the County of Orange Job Order Contract. The work will be
performed by Excel Paving Company of Long Beach, CA. The estimated City's portion of work
is $90,000.
3. RECOMMENDED ACTION
Award the contract in the amount of $90,000 to Excel Paving Company and authorize the Mayor
and City Clerk to execute the necessary documents on behalf of the City.

Funds are budgeted and available in the following account:

Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights -
of -way.
7. DISCUSSION and BACKGROUND
The County of Orange has selected Excel Paving Company for the Job Order Contract to complete
the pavement rehabilitation of its street in the Orange Park Acres area. There are several City of
Orange streets that are within the County project area. The City is working with the County to get
the City's portions completed in conjunction with the County project. The City and the County
share both Amapola and Meads Avenue, and this contract will ensure the entire street are
resurfaced at the same time.
Public Works Department staff has reviewed the pavement condition index of the streets that are
co- owned. The selected streets for maintenance within the County project area are Amapola
Avenue from 185' east of Orange Park Boulevard to Ranchwood Trail, from 150' west of Ridgeline
Road to Santiago Canyon Road and Meads Avenue, and from 745' east of Orange Park Boulevard
to 890' east of Orange Park Boulevard. In accordance with the City Pavement Management Plan,
the selected streets generally fall into the "poor to fair" category and require work at this time to
prevent total pavement failure and higher reconstruction cost in the future. The scope of work
includes but not limited to asphalt concrete grind and overlay and traffic striping.
The total cost for City's portion of work is estimated at $90,000. The construction is scheduled to
commence in early May 2018 and be completed in late May 2018.

Restoration, Inc. of Orange, California; and authorized the Mayor and City Clerk to execute
on behalf of the City.
3.25 Award of contract for Preventive Maintenance and Repairs for Emergency Power
Generators; Bid No. 178 -37. (A2100.0; AGR -6613)
ACTION: 1) Rejected the bid received from the apparent low bidder, Global Power Group,
Inc., a California Corporation, on the basis that the bid was not responsive; 2) Rejected the
bid received from the second lowest bidder, Quinn Power Systems., a California
Corporation, on the basis that the bid was not responsive; and 3) Awarded the contract to
Odyssey Power Corporation in an amount not -to- exceed $42,980 and authorize the Mayor
and City Clerk to execute on behalf of the City.

3.27 Final Acceptance of Bid No. 167 -47; Emergency Generator for Reservoir 9A Pump
Station; and authorization to file a Notice of Completion with the County Recorder.
ACTION: Accepted the Emergency Generator for Reservoir 9A Pump Station project as
complete, and authorized the Mayor and City Clerk to execute the Notice of Completion.
3.28 Final Acceptance of Bid No. 178 -23; Pavement and Sidewalk Repair at Rancho
Santiago Boulevard and Chapman Avenue; and authorization to file a Notice of
Completion with the County Recorder.
ACTION: Accepted the Pavement and Sidewalk Repair at Rancho Santiago Boulevard and
Chapman Avenue project as complete, and authorized the Mayor and City Clerk to execute
the Notice of Completion.
3.29 Final Acceptance of Bid No. 167 -25; Yorba Park Landscape Renovation; and
authorization to file a Notice of Completion with the County Recorder
ACTION: Accepted the Yorba Park Landscape Renovation project as complete, and
authorized the Mayor and City Clerk to execute the Notice of Completion.
