Award of contract - Bid No. 178 -37 (SP- 4053); Preventive Maintenance and Repairs for
Emergency Power Generators.
2. SUMMARY
The bids for Preventive Maintenance and Repairs for Emergency Power Generators were
received and opened on April 26, 2018. Four bidders responded to the Notice Inviting Bids. The
lowest bidder and second lowest bidder were deemed non - responsive. Staff is recommending
the award of contract to the third lowest bidder, Odyssey Power Corporation of Anaheim,
California in the amount of $42,980.
3. RECOMMENDED ACTION
1. Reject the bid received from the apparent low bidder, Global Power Group, Inc., a California
Corporation, on the basis that the bid was not responsive.
2. Reject the bid received from the second lowest bidder, Quinn Power Systems., a California
Corporation, on the basis that the bid was not responsive.
3. Award the contract to Odyssey Power Corporation in an amount not to exceed $42,980 and
authorize the Mayor and City Clerk to execute the necessary documents on behalf of the
City.

7. DISCUSSION and BACKGROUND
The informal bid solicitation for the Preventive Maintenance and Repairs for Emergency Power
Generators project was published on March 20, 2018 for a period of three weeks. The bids were
received and opened on April 26, 2018. Four bidders responded as follows:

Upon review of bids received, staff determined that Global Power Group, Incorporated and
Quinn Power were not responsive to and did not conform to the bid document. Global Power
Group failed to submit the bid using the revised Proposal Schedule which was included in
Addendum No. 1 and Quinn Power Systems failed to submit the bid bond. Staff is
recommending to award the contract to the third lowest bidder, Odyssey Power Corporation in
the amount $42,980. Odyssey Power Corporation did meet all the requirements contained in the
original bid document and Addendum No. 1. The engineer's estimate for this project is $43,600.
This project consists of providing preventive maintenance and repairs for emergency power
generators in good operating condition. The emergency power generators are located at the Civic
Center, Facilities Services, all eight Fire Stations, and Police Headquarters. The tasks may
include but are not limited to:
1. Performing lubrication service with oil and filter changes.
2. Performing oil analysis on the stationary generator.
3. Inspecting equipment including iginition and injection components.
4. Replacing defective components, as needed.
5. Inspecting timing and generated power output and adjusting as needed.
6. Inspecting fuel tanks and lines.
7. Cleaning air filters and replacing as needed.
8. Checking batteries and performing maintenance as needed.
9. Inspecting cooling systems.
10. Inspecting block heater for proper opertation.
11. Inspecting V -belts and hoses and adjusting as needed.
12. Checking all gauges, panel lights and instruments and adjusting as needed.
13. Checking brushes on the generator and adjust as needed.
14. Testing the transfer switchgear for proper operation.

Odyssey Power Corporation has worked on this preventive maintenance project for the City in
the past.
Maintenance work will begin upon execution of the contract and be completed one year from
that date.

ACTION: 1) Rejected the bid received from the apparent low bidder, Global Power Group,
Inc., a California Corporation, on the basis that the bid was not responsive; 2) Rejected the
bid received from the second lowest bidder, Quinn Power Systems., a California
Corporation, on the basis that the bid was not responsive; and 3) Awarded the contract to
Odyssey Power Corporation in an amount not -to- exceed $42,980 and authorize the Mayor
and City Clerk to execute on behalf of the City.
3.26 Award of contract for pavement maintenance on Amapola Avenue and Meads
Avenue in Orange Park Acres. (A2100.0; AGR -6614)
ACTION: Awarded the contract in the amount of $90,000 to Excel Paving Company; and
authorized the Mayor and City Clerk to execute on behalf of the City.
3.27 Final Acceptance of Bid No. 167 -47; Emergency Generator for Reservoir 9A Pump
Station; and authorization to file a Notice of Completion with the County Recorder.
ACTION: Accepted the Emergency Generator for Reservoir 9A Pump Station project as
complete, and authorized the Mayor and City Clerk to execute the Notice of Completion.
3.28 Final Acceptance of Bid No. 178 -23; Pavement and Sidewalk Repair at Rancho
Santiago Boulevard and Chapman Avenue; and authorization to file a Notice of
Completion with the County Recorder.
ACTION: Accepted the Pavement and Sidewalk Repair at Rancho Santiago Boulevard and
Chapman Avenue project as complete, and authorized the Mayor and City Clerk to execute
the Notice of Completion.
3.29 Final Acceptance of Bid No. 167 -25; Yorba Park Landscape Renovation; and
authorization to file a Notice of Completion with the County Recorder
ACTION: Accepted the Yorba Park Landscape Renovation project as complete, and
authorized the Mayor and City Clerk to execute the Notice of Completion.
