Award of Contract Bid No. 178 -32; Cambridge Storm Drain and Street Improvements (D -171).
2. SUMMARY
Bids for the Cambridge Storm Drain and Street Improvements project were received and opened
on April 26, 2018. Seven (7) bidders responded to the Notice Inviting Bids. The apparent low
bidder is Garrett J Gentry of Upland, California in the amount of $1,064,925. The Engineer's
estimate including 10% for contingencies and construction engineering is $1,400,000.
13. RECOMMENDED ACTION
Award the contract in the amount of $1,064,925 to Garrett J Gentry of Upland, California and
authorize the Mayor to execute and the City Clerk to attest the contract on behalf of the City.

17. DISCUSSION and BACKGROUND
The City Council previously approved advertisement for bids on March 13, 2018. The bid
solicitation was advertised on April 4, 2018 for a period of three weeks and bids were opened on
April 26, 2018. Seven bids were received as follows:

This project will extend the 72" reinforced concrete pipe on Cambridge Street from Maple
Avenue to Palm Avenue to eliminate flooding that occurs at the intersection of Cambridge Street
and Palm Avenue. It will also provide the necessary storm drain facility for ultimately extending
the storm drain to Collins Avenue. Also, the extension of a 72" storm drain line will provide
needed capacity to cover the deficiencies in the existing parallel unreinforced concrete Santa Ana
Valley Irrigation (SAVI) line that is partially filled with silt and is located in the residential
properties where the City has no easy access for maintenance. The proposed project will also
include the reconstruction of street pavement, damaged concrete curb and gutter, sidewalk,
driveways, and Americans with Disabilities Act (ADA) compliant ramps. In addition, the work
will remove and replace segments of existing 6" sewer line with 8" sewer line and segments of
the existing damaged 8" sewer line that require a higher than normal level of maintenance on
Cambridge Street from Maple Avenue to Sycamore Avenue.
The Engineer's estimate including 10% for contingencies and construction engineering is
$1,400,000.
The proposed project is categorically exempt from the provisions of the California
Environmental Quality Act (CEQA) under CEQA guidelines Section 15302 "Replacement or
Reconstruction" Class 2 (c). The Notice of Exemption has been filed with the County
Recorder's Office.

60 calendar days.

Generators; Bid No. 178 -37. (A2100.0; AGR -6613)
ACTION: 1) Rejected the bid received from the apparent low bidder, Global Power Group,
Inc., a California Corporation, on the basis that the bid was not responsive; 2) Rejected the
bid received from the second lowest bidder, Quinn Power Systems., a California
Corporation, on the basis that the bid was not responsive; and 3) Awarded the contract to
Odyssey Power Corporation in an amount not -to- exceed $42,980 and authorize the Mayor
and City Clerk to execute on behalf of the City.
3.26 Award of contract for pavement maintenance on Amapola Avenue and Meads
Avenue in Orange Park Acres. (A2100.0; AGR -6614)
ACTION: Awarded the contract in the amount of $90,000 to Excel Paving Company; and
authorized the Mayor and City Clerk to execute on behalf of the City.
3.27 Final Acceptance of Bid No. 167 -47; Emergency Generator for Reservoir 9A Pump
Station; and authorization to file a Notice of Completion with the County Recorder.
ACTION: Accepted the Emergency Generator for Reservoir 9A Pump Station project as
complete, and authorized the Mayor and City Clerk to execute the Notice of Completion.
3.28 Final Acceptance of Bid No. 178 -23; Pavement and Sidewalk Repair at Rancho
Santiago Boulevard and Chapman Avenue; and authorization to file a Notice of
Completion with the County Recorder.
ACTION: Accepted the Pavement and Sidewalk Repair at Rancho Santiago Boulevard and
Chapman Avenue project as complete, and authorized the Mayor and City Clerk to execute
the Notice of Completion.
3.29 Final Acceptance of Bid No. 167 -25; Yorba Park Landscape Renovation; and
authorization to file a Notice of Completion with the County Recorder
ACTION: Accepted the Yorba Park Landscape Renovation project as complete, and
authorized the Mayor and City Clerk to execute the Notice of Completion.
