03.22 Palmyra Ave Street Rehabilitation FY 181. SUBJECT Award of Contract Bid No. 178 -31, SP -4002; Palmyra Avenue Street Rehabilitation, FYI 8. 2. SUMMARY Bids for the FYI Palmyra Avenue Street Rehabilitation were received and opened on April 12, 2018. Five bidders responded to the Notice Inviting Bids. The apparent low bidder is R.J. Noble Company of Orange, California in the amount of $1,075,226. 3. RECOMMENDED ACTION Accept the lowest bid and award the contract to R.J. Noble Company of Orange, California in the amount of $1,075,226 and authorize the Mayor to execute and the City Clerk to attest the contract on behalf of the City. 4. Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights - of -way. 17. DISCUSSION and BACKGROUND The bid solicitation was advertised on March 14, 2018 for a period of four weeks and bids were opened on April 12, 2018. Five bidders submitted proposals as follows: TOTAL BID 1) R.J. Noble Company, Orange, Ca $1,075,226 2) Palp, Inc, DBA Excel Paving, Long Beach, Ca $1,174,309 3) EBS General Engineering, Inc., Corona, Ca $1,193,790 4) All American Asphalt, Corona, Ca $1,197,197 5) Vido Samarzich, Inc., Alta Loma, Ca $1,378,542 This project will rehabilitate Palmyra Avenue from Cambridge Street to Grand Street. Rehabilitation will consist of removing and reconstructing badly damaged pavement sections and grinding and overlaying the rest of the roadway. Other aspects of the project include replacement of damaged sidewalk, curb and gutter, and construction of Americans with Disabilities Act (ADA) compliant ramps. In addition to the pavement rehabilitation, this project will also remove and replace the existing sewer line on Palmyra Avenue from Cambridge Street to Shaffer Street, based on the Sewer Master Plan. Also the 6" sewer line on Waverly Street from Chapman Avenue to Almond Avenue will be removed and upsized to an 8" line as part of the ongoing Sewer Line replacement and maintenance. The sewer manholes being placed at various locations within the City is based on information received from field observations. These new manholes are needed in order to maintain the existing sewer system due to the long reach between the existing manholes. The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA Guidelines Article 19 Categorical Exemptions, Section 15302 (c) categorically exempts projects that involve "Replacement or reconstruction of existing utility systems and /or facilities involving negligible or no expansion of capacity." The proposed pipeline upgrade /replacement addresses an existing capacity deficiency that is identified in the City's approved Sewer Master Plan and is 1,964 feet in length. This reconstruction project does not involve expansion of the existing street or sewer system, and all ITEM 2 05/08/18 roadway infrastructure will remain in the same capacity upon project completion, therefore the project is exempt. The Notice of Exemption has been filed with the County Recorder's Office. Construction is scheduled to begin in summer 2018 and is expected to be completed within 60 calendar days. 8. (A2100.0; AGR -6607) ACTION: Awarded the contract in the amount of $123,200 to James McMinn, Inc.; and authorized the Mayor and City Clerk to execute on behalf of the City. 3.20 Award of contract for Annual Pavement Maintenance at Various Locations, Fiscal Year 2017 -2018 (FY18); Bid No. 178 -29.
