03.21 Annual Slurry Seal Agreement FY 181. SUBJECT Award of Contract - Bid No. 178 -30; SP -4047; Annual Slurry Seal at Various Locations, Fiscal Year 2017 -2018 (FYI 8). 2. SUMMARY Bids for Annual Slurry Seal at Various Locations, FYI were received and opened on April 19, 2018. Three bidders responded to the Notice Inviting Bids. The apparent low bidder is All American Asphalt South of Fontana, CA for $582,940. The engineer's estimate was approximately $614,000. 3. RECOMMENDED ACTION Award the contract in the amount of $582,940 to All American Asphalt South of Fontana, CA, and authorize the Mayor and City Clerk to execute the necessary documents on behalf of the City. 4. GENERAL PLAN IMPLEMENTATION Infrastructure Goal 3.0 Ensure adequate maintenance of public rights -of -way to enhance public safety and improve circulation. Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights - of -way. 7. DISCUSSION and BACKGROUND The Annual Slurry Seal Project at Various Locations is part of our FY18 Annual Street Maintenance activities and is designed to prolong pavement life of city streets. Rehabilitation methods vary depending on the sustained damage but in general consist of asphalt concrete overlays with localized areas of pavement reconstruction and slurry seal. The rehabilitated pavement will have a longer service life and will provide a safe and smooth ride for the public. This slurry seal project will include approximately 62 residential streets throughout the City. The streets selected for maintenance in accordance with our Pavement Management Plan, generally fall into the "fair" category and require work at this time to prevent pavement deterioration and higher cost for asphalt concrete overlay in the future. The project will also include the rehabilitation of El Camino Real Park parking lots. The work includes, but not limited to, slurry seal, signing and striping, and replacement of damaged concrete wheel - stops. The City Council previously approved advertisement for bids on March 13, 2018. The bid solicitation was advertised on March 21, 2018 for a period of four weeks and bids were opened on April 19, 2018. Three bids were received as follows: 1) All American Asphalt South, Fontana $582,940.00 2) All American Asphalt, Corona $597,597.00 3) Pavement Coatings Co., Mira Loma $605,730.00 Construction is estimated to begin in June 2018 and to be completed by August 2018. 8.
