03.20 Annual Pavement Maintenance FY181 SUBJECT Award of Contract - Bid No. 178 -29; SP -4045; Annual Pavement Maintenance at Various Locations, Fiscal Year 2017 -2018 (FYI 8). 2. SUMMARY Bids for Annual Pavement Maintenance at Various Locations FYI were received and opened on April 26, 2018. Three bidders responded to the Notice Inviting Bids. The apparent low bidder is R.J. Noble Company of Orange, CA for $1,836,745. 3. RECOMMENDED ACTION Award the contract in the amount of $1,836,745 to R.J. Noble Company, and authorize the Mayor and City Clerk to execute the necessary documents on behalf of the City. 4. GENERAL PLAN IMPLEMENTATION Infrastructure Goal 3.0 Ensure adequate maintenance of public rights -of -way to enhance public safety and improve circulation. Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights - of -way. 17. DISCUSSION and BACKGROUND This project is part of our FYI Annual Street Maintenance activities and is designed to prolong pavement life of city streets. Rehabilitation methods vary depending on the sustained damage but in general consist of asphalt concrete overlays with localized areas of pavement reconstruction and slurry seal. The rehabilitated pavement will have a longer service life and will provide a safe and smooth ride for the public. This asphalt concrete overlay project will rehabilitate approximately 19 residential streets and four arterial streets throughout the City. The streets selected for maintenance in accordance with our Pavement Management Plan, generally fall into the "poor to fair" category and require work at this time to prevent total pavement failure and higher reconstruction cost in the future. The project will also include the rehabilitation of El Camino Real Park and Eisenhower Park parking lots. The work includes, but not limited to, asphalt concrete grind and overlay, removal and reconstruction of sidewalk access ramps, signing and striping, and replacement of damaged concrete wheel- stops. The total cost is estimated at $2,040,000 including a 10% construction engineering and contingency. The proposed two arterial streets are as follow: 1. Esplanade Street from La Veta Avenue to Fairhaven Avenue 2. Glassell Street from Maple Avenue to Walnut Avenue The City Council previously approved advertisement for bids on March 13, 2018. The bid solicitation was advertised on April 4, 2018 for a period of three weeks and bids were opened on April 26, 2018. Three bids were received as follows: 1) R.J. Noble Company $1,836,745 2) All American Asphalt, Inc. $1,993,993 3) Palp Inc, DBA Excel Paving, Co. $2,214,960 Construction is estimated to begin in June 2018 and to be completed by November 2018. 18. (A2100.0; AGR -6610) ACTION: Accepted the lowest bid and award the contract to R.J.
