03.19 Demolition of Water Reservoir1. SUBJECT Award of Contract — Bid No. 178 -27; Demolition of an Existing Water Reservoir (W -684) 2. SUMMARY Three bids for the Demolition of an Existing Water Reservoir project were received and opened on Thursday, March 29, 2018. The apparent low bidder is James McMinn, Inc. in the amount of $123,200. 3. RECOMMENDED ACTION 77] Award a contract in the amount of $123,200 to James McMinn, Inc. and authorize the Mayor and City Clerk to execute the necessary documents on behalf of the City. 4. DISCUSSION and BACKGROUND The existing water reservoir is a partially buried reinforced concrete tank located at the Water Plant Headquarters. It was built in 1926 to store water from Well 4 and Well 5. Wells 4 and 5 pumped their water into the reservoir and then a different pump station pumped the water into the distribution system. Newer city reservoirs are now located in the hills that surrounded the City making the operation more efficient due to the fact that the water goes to the distribution system by gravity. In 2016, Wells 4 and 5 and the accompanying pump station were abandoned. The reservoir has been empty since then and is no longer needed. The demolition of the existing reservoir and associated chlorine building will create room for the future replacement of the trailer currently serving as the field supervisors's office. This project will also provide usable space to accommodate additional needed parking for City and employee vehicles. Plans and Specifications were prepared by Water Division staff. The bids were received and opened on March 29, 2018. Three bidders responded as follows: CONTRACTOR AMOUNT 1. James McMinn, Inc. $123,200 2. Minco Construction $137,687 3. T -9 Enterprises, Inc. $267,565 James McMinn, Inc. is the apparent responsive low bidder. Staff conducted reference checks with other project owners including Lewis Company, Foremost Management, and Beazer Homes. All companies contacted provided positive feedback and good reviews on the performance of James McMinn, Inc. Therefore, staff recommends that James McMinn, Inc. be awarded the contract in the amount of $123,200 for the Demolition of the Existing Water Reservoir project. Construction is scheduled to begin in June 2018 and is expected to be completed within 45 calendar days. 8. (A2100.0; AGR -6609) ACTION: Awarded the contract in the amount of $582,940 to All American Asphalt South of Fontana, California; and authorized the Mayor and City Clerk to execute on behalf of the City. 3.22 Award of contract for Palmyra Avenue Street Rehabilitation, FY18; Bid No. 178 -31. (A2100.0; AGR -6610) ACTION: Accepted the lowest bid and award the contract to R.J. Noble Company of Orange, California, in the amount of $1,075,226; and authorized the Mayor and the City Clerk to execute on behalf of the City. PAGE 6
