2. SUMMARY
Six bids for Fire Hydrant Painting Services were received and opened on March 29, 2018. The
apparent low bidder is Polychrome Construction, Inc. for $42,900.
3. RECOMMENDED ACTION
Award a contract in the amount of $42,900 to Polychrome Construction, Inc. and authorize the
Mayor and City Clerk to execute the necessary documents on behalf of the City.

7. DISCUSSION and BACKGROUND
There are over 4,400 fire hydrants throughout the City. It is estimated that approximately 1,100
fire hydrants will need to be painted each year to complete the four -year cycle of fire hydrant
painting in the City. The scope of work includes traffic control, removal of grease, oil, loose
paint, dirt, foreign materials, and painting with all necessary labor, equipment, and materials.
The bids were received and opened on March 29, 2018. Six bidders responded as follows:

Polychrome Construction Inc. is the apparent responsive low bidder. Staff conducted reference
checks with other agencies including the Eastern Municipal Water District, City of Commerce,
City of Mojave, Yosemite College District, and the City of Modesto. All agencies contacted
provided positive feedback and good reviews on the performance of Polychrome Construction
Inc. Therefore, staff recommends that Polychrome Construction Inc. is awarded the contract in
the amount of $42,900 for Fire Hydrant Painting Services.
The term of the contract is for one year with an option to renew the contract annually for a total
of three more years if the City is satisfied with the level of service from the contractor. Approval
of the extensions will be based upon performance and will be executed by the City Manager.
The cost for the initial year is $42,900. Each subsequent year is subject to a formula -based
consumer price index (CPI) with an adjustment cap of no greater than 2 %.

ACTION: Awarded the contract in the amount of $582,940 to All American Asphalt South
of Fontana, California; and authorized the Mayor and City Clerk to execute on behalf of

3.22 Award of contract for Palmyra Avenue Street Rehabilitation, FY18; Bid No. 178 -31.

ACTION: Accepted the lowest bid and award the contract to R.J. Noble Company of
Orange, California, in the amount of $1,075,226; and authorized the Mayor and the City
Clerk to execute on behalf of the City.
