03.12 Annual Sewer Line Cleaning FY 20221. SUBJECT Bid No. 178 -38; Approval of plans and specifications, and authorization to advertise for bids for Annual Sewer Line Cleaning and CCTV Video Inspection (S -239). 2. SUMMARY Bid specifications have been completed for the Annual Sewer Line Cleaning and CCTV Video Inspection. The project is ready to be advertised for bids. 3. RECOMMENDED ACTION Approve bid specifications and authorize advertising for bids for the Annual Sewer Line Cleaning and CCTV Inspection project. 4. DISCUSSION and BACKGROUND The City's Sanitary Sewer Management Plan requires routine cleaning and video inspection of the City's approximately 312 miles of sewer line in order to mitigate sewer spills and to stay in compliance with the State Water Resources Control Board (SWRCB) Order No. 2006 -0003- DWQ entitled Statewide General Waste Discharge Requirements for Sanitary Sewer Systems and its Monitoring and Reporting Program (MRP) amendment WQ 2013- 0058 -EXEC. In addition, the data gathered during video inspection of the sewer lines is used to identify infrastructure deficiencies and plan for Capital Improvement Program (CIP) projects. In order to keep up with the maintenance of over 312 miles of sewer lines and approximately 7,045 sewer manholes, the City has been using an outside contractor to conduct a portion of the required sewer line cleaning and video inspection. The contract with the current service provider will expire at the end on June 30, 2018. Upon approval of the FY 2018/19 budget, funds will be available in the CIP and will be budgeted for this work. This authorization to advertise will allow the City to solicit bids for the necessary work without a lapse in service. The bid solicitation will be for a three -year contract with two possible extensions. This will allow the City to secure the cleaning and video inspection services through fiscal year 2022. 8.
