07.01 MSRC Grant Funding1. SUBJECT Mobile Source Air Pollution Reduction Review Committee (MSRC) Grant Funding. 2. SUMMARY The Public Works Department is requesting approval to submit an application to MSRC with the required documentation and steps (MSRC Presentation) required to secure an additional $40,000 in grant funding to supplement the cost of four Electric Vehicles purchased September 29, 2017. 3. GENERAL PLAN IMPLEMENTATION Natural Resources Element Goal 2.0 Protect air, water, and energy resources from pollution and overuse. Policy 2.10: Work toward replacing existing City vehicles with ultra -low or zero emission vehicles. At a minimum, new City vehicles shall be low emission vehicles as defined by the California Air Resources Board, except if certain vehicle types are not available in the marketplace. Public safety vehicles are exempted from this requirement. Public Safety Element Goal 6.0 Provide public safety services of the highest quality. 7. DISCUSSION and BACKGROUND The Public Works Department is seeking authorization to apply for MSRC Grant Funding towards the recent purchase of four 2018 Ford Focus Electric Vehicles. The MSRC Local Government Partnership Program allows for up to a $10,000 grant per vehicle funding on Light -duty Zero Emission Vehicles Purchases. The maximum MSRC grant funding for this project is $40,000. On September 12, 2107, the City of Orange City Council approved the purchase of four Electric Vehicles. The funding for this purchase was supplemented with AB 2766 and the Public Fleet Pilot Program Grants. The City of Orange Purchase Order No. 109773 was issued on September 29, 2017 in the amount of $120,338.52 for the purchase of four 2018 Ford Focus Electric Vehicles. On February 14, 2018 the four Electric Vehicles were placed in service with three new private dual fleet charging stations. Below is the breakdown on the purchase of four 2018 Ford Focus Electric Vehicles. City of Orange AB 2766 Funds Vehicle Replacement Funds $ 74,764.00 City of Orange Fleet Vehicle Replacement Funds $ 5,574.52 California's Public Fleet Pilot Project Rebate (pending) $ 40,000.00 Total amount paid for four EV Vehicles $120,338.52 MSRC Vehicle Eligibility Requirements: In order to receive grant funding, the MSRC requests the City complete the following four steps: a. Provide a resolution or City Council Minutes — action documentation b. Review a brief MSRC presentation on "A Funding Opportunity to Improve Air Quality in Your Community" www .Cleantransportationfunding.org c. Authorize the proposed project (complete- Sept. 12, 2017- 3.22 Agenda Item), and d. Allocate the necessary matching funds (complete- Sept. 12, 2017- 3.22 Agenda Item). This grant supports city and county acquisition of zero emission light duty fleet vehicles, including battery- electric and fuel cell vehicles. MSRC funding can be used to fund up to a maximum of 50% of a qualifying vehicle's net purchase price or up to $10,000 per vehicle, whichever is less. ITEM 2 04/10/18 8. The judge addressed all the mayors in the County and impressed upon them the need for the leaders of the community to solve this issue together. County Engagement Mayor pro tem Murphy reported that there continues to be meetings with individual Board of Supervisors members at their request. Councilmember Whitaker added that the focus is to find out what the plan will be for the property on Anita Street. 7. (A2100.0; AGR- 6583) Finance Director Will Kolbow presented the staff report, and answered Council's questions. Due to the construction in the Council Chamber, the May 8, 2018, meeting is scheduled in the Orange County Transportation Authority Board Room.
