03.15 Tustin Chapman Widening Extension1. SUBJECT Request for a 24 -month time extension to complete the construction phase for the Tustin Street and Chapman Avenue Critical Intersection Widening from Orange County Transportation Authority (OCTA). 2. SUMMARY A 24 -month time extension is needed in order to complete the construction phase for the subject project, funds are currently allocated for FY17 /18. The underlying reason for the delay is the on- going right -of -way negotiations with the property owners. Negotiations are expected to be completed by June 2019. Construction is expected to commence once utility relocations have been addressed by September 2019. Project closeout is expected to be completed by June 2020. 3. RECOMMENDED ACTION 77� Approve the Public Works Department's request for a 24 -month time extension to complete the construction phase for the Tustin Street and Chapman Avenue Critical Intersection Widening and authorize staff to submit the extension to OCTA for approval. 4. Policy 2.1: cooperate with other agencies to address regional issues and opportunities related to growth, transportation, infrastructure, and other planning issues. 7. DISCUSSION and BACKGROUND The Combined Transportation Funding Program was established in 1992 as a program for disbursement of multiple local transportation funds including Measure M 1 /2 cent sales tax, passed by the voters in November 1990. Project applications are submitted every two years. Renewed Measure M (M2) approved by the voters in 2006 is a 30 -year, multi- billion dollar program extension of the original Measure M (approved in 1990) with a new slate of planned projects and programs. These include improvements to the County freeway system, streets and roads network, expansion of the Metrolink system, more transit services for seniors and the disabled as well as funding for the cleanup of roadway storm water runoff. Jurisdictions must initiate the engineering, right -of -way and construction phase within the allocated fiscal year, and expend the funds within three years of receipt. The City has already received funding for the engineering (FY15 /16) and right -of -way (FY16 /17) phase and applied for the construction phase of the projects for FY 17/18. However, due to unforeseen right -of -way negotiations, the City will not be able to award the construction phase by the close of FY17 /18. Therefore, a delay of 24 months would allow sufficient time to complete the right -of -way negotiations. The award for construction is anticipated around September of 2019.
