03.14 City's Sign Code Update Agreement1. SUBJECT Consultant Services Agreement with Lisa Wise Consulting, Inc., to prepare an update to the City's sign code. 2. SUMMARY This Agreement provides for services from Lisa Wise Consulting, Inc., in an amount not to exceed $80,000, to analyze the City's sign code and draft up -to -date, streamlined sign standards that are effective at addressing the signage needs within the City, and do not stifle property reinvestment and business attraction. 3. RECOMMENDED ACTION Approve the Consultant Services Agreement with Lisa Wise Consulting, Inc., to update the City's sign code for a not -to- exceed cost of $80,000. 4. GENERAL PLAN IMPLEMENTATION Land Use GOAL 3.0 Create commercial uses that provide a solid economic base and employment opportunities and identify Orange as an attractive and diverse shopping destination. Urban Design GOAL 3.0 Express the City's distinct community identity and sense of place through improvements to the appearance of new development and commercial and mixed - use corridors. Economic Development GOAL 2.0 Cultivate a business environment that is conducive and appealing to the commercial and retail industry, including smaller entrepreneurs. GOAL 5.0 Improve economic viability of business districts through aesthetic enhancement, reconstruction, rehabilitation, and elimination of physical deterioration. 7. DISCUSSION and BACKGROUND The City's sign ordinance was last updated as part of a comprehensive Zoning Code update in 1995. Subsequent limited and focused revisions have occurred since that date. However, the code has been largely unchanged for the last 25 years and is now antiquated. On October 25, 2017, staff sent out a Request For Proposals for development of an updated sign code. The overall objectives of this code update are to: • Reasonably accommodate signage needs while promoting orderly development within the City. • Critically review and update existing standards to ensure they reflect present -day practices and result in the high quality development expected in the City. • Update existing standards to address the range of issues, land uses and development environments in Orange. ITEM 2 4/10/18 • Streamline our development review process and simplify our codes where possible. A team of staff reviewed the proposals received and determined that staff and experience from Lisa Wise Consulting, Inc., are best qualified to meet the City's needs. Lisa Wise's scope of work includes providing a survey and summary of existing signs, assistance to City staff in obtaining stakeholder input, providing a sign code diagnosis and report, providing an administrative draft sign code, attending public meetings and, providing a final draft sign code. A draft sign ordinance is anticipated to be presented to the Planning Commission and City Council in late 2018. The Agreement between Lisa Wise Consulting and the City is included as Attachment A. The scope of work and cost proposal submitted by Lisa Wise Consulting is included as Exhibit A to the contract. Lisa Wise's cost proposal is for $72,860 plus a $7,140 contingency for a "not to exceed" contract amount of $80,000. 8. ATTACHMENTS A. Catherine Keene Perkoski and Tom Perkoski ACTION: Denied Claim(s) for damages and referred to City Attorney and Claims Adjuster. 3.13 Award of Contract for the Chapman Avenue and Lemon Street Traffic Signal Improvements Project; Bid No. 178 -19. (A2100.0; AGR -6591) ACTION: Awarded the contract in the amount of $275,224 to International Line Builders, Inc.; and authorized the Mayor and City Clerk to execute on behalf of the City. 3.14 Consultant Services Agreement with Lisa Wise Consulting, Inc., to prepare an update to the City's sign code. (A2100.0; AGR- S4000.S.3.7) ACTION: Approved the Public Works Department's request for a 24 -month time extension to complete the construction phase for the Tustin Street and Chapman Avenue Critical Intersection Widening and authorized staff to submit the extension to OCTA for approval. 3.16 Number not used. 3.17 Purchase and installation of camera surveillance systems for Well 8, Well 20, and the Water Division Headquarters.
