03.13 Chapman Lemon Traffic Signal Improvements Contract1. SUBJECT Award of Contract for Bid No. 178 -19; Chapman Avenue and Lemon Street Traffic Signal Improvements Project (SP- 4013). 2. SUMMARY The bids for the Chapman Avenue and Lemon Street Traffic Signal Improvements Project were received and opened on March 1, 2018. The apparent low bidder is International Line Builders, Inc. of Riverside in the amount of $275,224. The total estimated construction costs including 15% contingencies and construction engineering is $320,000. 3. RECOMMENDED ACTION Award the contract in the amount of $275,224 to International Line Builders, Inc. and authorize the Mayor and the City Clerk to execute on behalf of the City. 4. GENERAL PLAN IMPLEMENTATION Circulation & Mobility 1.0 Provide a safe, efficient, and comprehensive circulation system that serves local needs, meets forecasted demands, and sustains quality of life in neighborhoods. Policy 1.1: Plan, build, and maintain an integrated, hierarchical, and multi -modal system of roadways, pedestrian walkways, and bicycle paths throughout the City. Policy 1.2: Identify key intersections and streets with historical or projected traffic congestion problems and apply creative traffic management measures to improve overall circulation. 7. DISCUSSION and BACKGROUND The City Council approved authorization to advertise the project for construction bids on December 12, 2017. Bid solicitation was advertised on February 7, 2018, for a period of three weeks. Reference check with the Cities of Alhambra, Riverside, and Ontario gave positive reviews of International Line Builder's Inc. performance on its respective traffic signal and street lighting projects. The construction of the traffic signal improvements features decorative traffic signal poles consistent with the standards of the Old Towne Master Plan of Lighting. The scope of work includes installation of CCTV camera, emergency vehicle preemption, vehicle video detections, Accessible (Audible) Pedestrian Signal (APS) system, LED luminaires, vehicle and pedestrian signal heads, street name signs, and ADA compliant sidewalk access ramps. The traffic signal improvements will allow for a protected - permissive left turn phasing operation for the Chapman Avenue east -west approaches. The Lemon Street north -south approaches left turn movement will remain in a permissive condition. The proposed left turn phasing will enhance vehicular and pedestrian safety with the anticipated increase in traffic volume after the construction of the Metrolink Parking Structure. The project is categorically exempt from the provisions of the 2016 CEQA Guidelines under Article 19. "Categorical Exemptions ", Section 15301 "Existing Facilities ", classifies this project as Class 1 (c) "Existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities ". This categorical exemption applies to projects that involves negligible or no expansion of an existing use. 2 Construction is scheduled to start spring 2018 and is expected to be completed within 120 calendar days including the delivery of materials and equipment. 8. (A2100.0; AGR -6592) ACTION: Approved the Consultant Services Agreement with Lisa Wise Consulting, Inc. to update the City's sign code for an amount not -to- exceed $80,000. 3.15 Request for a 24 -month time extension to complete the construction phase for the Tustin Street and Chapman Avenue Critical Intersection Widening from Orange County Transportation Authority (OCTA). (A2100.0; AGR- S4000.S.3.7) ACTION: Approved the Public Works Department's request for a 24 -month time extension to complete the construction phase for the Tustin Street and Chapman Avenue Critical Intersection Widening and authorized staff to submit the extension to OCTA for approval. 3.16 Number not used. 3.17 Purchase and installation of camera surveillance systems for Well 8, Well 20, and the Water Division Headquarters.
