03.27 Special Events Street Closure 20181. SUBJECT Resolution No. 11068 — A Resolution of the City Council of the City of Orange temporarily closing sections of Public Streets for approved Special Events. 2. SUMMARY Resolution No. 11068 has been prepared for approval of special events /pageants and authorization for closure of portions of public streets, for the 2018 -19 Fiscal Year. 3. RECOMMENDED ACTION 1. Adopt Resolution No. 11068 approving the closure of public streets during the times of approved special events. 2. Approve closure of municipal parking lots and temporary suspension of neighborhood permit parking restrictions for certain events and dates occurring in Fiscal Year 2018 -19. 4. FISCAL IMPACT Costs associated with each non -City of Orange special event /pageant are the responsibility of the event promoter or sponsor. 5. STRATEGIC PLAN GOAL(S) 3b. Deliver high quality and safe recreational, social, environmental, educational and cultural services. 6. GENERAL PLAN IMPLEMENTATION Circulation & Mobility Goal 5.0: Provide adequate parking to meet the needs of activity centers throughout the City. Policy 5.1: Provide adequate parking to protect and support the economic vitality and diversity of Old Towne. 7. DISCUSSION and BACKGROUND In August 1997, Council approved a process allowing approval of special events /pageants that will close the Plaza and adjacent public streets in a single action. The Council- approved criteria allows the plaza to be closed for special events 20 days total, 12 of those are Friday, Saturday and Sunday. This request includes plaza closures of 9 days total, 5 of those are Fridays, Saturday and Sunday. For non -city events cash deposits will be required approximately 30 days prior to each event date. If deposits are not provided, the event will be canceled. Thirty days prior to the exact event, the promoter or sponsor shall obtain a special event permit from the Community Development Department. WHEREAS, Vehicle Code Section 21101(e) authorizes cities to close portions of streets for celebrations and local special events when, in the opinion of the City Council, the closing is necessary for the safety and protection of persons who are to use that portion of the street during the temporary closing; and WHEREAS, the Orange International Street Fair, Inc., and the Community Services Department have requested temporary street closures to accommodate several special events in the streets. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Orange as follows: ORANGE INTERNATIONAL STREET FAIR, INC. REPORTS FROM MAYOR SMITH 4.1 Consider Adjustment of Local Old Towne Orange Historic District Boundary. NOTE: Councilmember Alvarez recused due to a potential conflict with a nearby property interest. Mayor Smith requested an update on the status of adjusting the boundary of the Old Towne Orange Historic District, and proposed moving forward with the adjustment. Historic Planner Marissa Moshier provided an update and distributed a memo outlining staff's recommendations on the Historic District Boundary Adjustment. With Council direction, staff recommends doing a survey and outreach focusing on the west side of south Batavia Street at the 100 and 200 blocks and the 100 block of south Citrus. Staff would then bring forward a Zoning Overlay to expand the local Historic District boundary. Council could also direct staff to include the additional five areas identified in October 2017 (146 properties); however, that effort would require more time. Mayor Smith clarified that it was her intention to focus only on the potential contributing houses on the west side of the 100 and 200 blocks of South Batavia and not the entire 146 possible properties. During discussion Historic Planner Marissa Moshier answered Council's questions regarding the current zoning of the proposed area which is predominantly zoned R16. With Council consensus, staff was directed to begin survey efforts on the west side of the 100 and 200 blocks of South Batavia and one portion of the 100 block of South Citrus and to report back to Council at a future meeting.
