Resolution No. 11057 — A Resolution of the City Council of the City of Orange Establishing a
Memorandum of Understanding between the City of Orange and the Orange Municipal

2. SUMMARY
Resolution No. 11057 establishes a Memorandum of Understanding between the City of Orange
and the Orange Municipal Employees' Association effective July 1, 2017 to December 31, 2019.
3. RECOMMENDED ACTION
Approve Resolution No. 11057.
4. FISCAL IMPACT
Since Council has already approved the economic provisions of this Memorandum of
Understanding at the August 8, 2017 meeting by adopting a Letter of Understanding between the
City and the Orange Municipal Employees' Association, there is no additional fiscal impact to
the budget for adopting this Memorandum of Understanding.

6. DISCUSSION and BACKGROUND
In accordance with the Myers - Milias -Brown Act, the City and the Orange Municipal Employees'
Association met and conferred on matters of concern to the City and the employees in the
Association. Contract negotiations concluded in August of 2017 when the City and the Association
reached agreement on wages, salaries, benefits, and other terms and conditions of employment for
the period of July 1, 2017 through December 31, 2019.
This new Memorandum of Understanding contains language changes only, and incorporates all the
economic provisions previously adopted by Council at their August 8, 2017 Council meeting.
Additionally, it formally establishes the classification of Contract Administrator, a position which
has historically been a working title attached to the Assistant Engineer classification. There is no
financial impact for the addition of this classification.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ORANGE APPROVING THE MEMORANDUM OF
UNDERSTANDING BETWEEN THE CITY OF ORANGE AND
THE ORANGE MUNICIPAL EMPLOYEES' ASSOCIATION
(OMEA) CONCERNING WAGES, HOURS, AND OTHER
CONDITIONS OF EMPLOYMENT EFFECTIVE JULY 1, 2017
THROUGH AND INCLUDING DECEMBER 31, 2019 AND
REPEALING RESOLUTION NO. 10970 AND AMENDMENTS
THERETO FOR SAID EMPLOYEES.
WHEREAS, the City of Orange, hereinafter referred to as "City," and the Professional, Technical
and Clerical Unit, represented by Orange Municipal Employees' Association, hereinafter referred to as
"OMEA," have met and conferred in accordance with requirements of the Meyers - Milias -Brown Act;
and
WHEREAS, the City and OMEA have reached agreement on wages, hours, and other conditions
of employment effective July 1, 2017 through and including December 31, 2019 and the City Council
desires to repeal Resolution No. 10970 and amendments thereto for said employees, as set forth in the
Memorandum of Understanding; and
WHEREAS, on August 8, 2017, the City Council of the City of Orange adopted Resolution
Number 11023, Resolution of the City Council of the City of Orange Establishing a Letter of
Understanding Between the City of Orange and the Orange Municipal Employees' Association Effective
July 1, 2017 through December 31, 2019; and
WHEREAS, the classification of Contract Administrator needs to be established within the
OMEA Memorandum of Understanding with a commensurate salary range as reflected in Appendix
"A ", and
WHEREAS, the new salary range must be authorized by the City Council and published by the
City in order for the salary range to be considered pension - reportable, pursuant to Ca1PERS law; and
WHEREAS, the City and the Association agreed to incorporate the provisions contained in the
Letter of Understanding noted above into a new Memorandum of Understanding once both parties had
an opportunity to review and concur on any and all language changes included in the new Memorandum
of Understanding
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Orange that the
Memorandum of Understanding attached hereto as Exhibit "A" (the "MOU ") is approved and
incorporated herein by reference as if fully set forth herein and that Resolution No. 10970 be repealed in
its entirety.

NOTE: Mayor pro tem Murphy recorded an abstention due to a potential conflict with
employment.
ACTION: Approved the purchase of Cylance anti -virus software for three years from
Sidepath, Inc. in the amount of $92,132.26.
3.24 Purchase of five Dell R740 servers from Sidepath, Inc. (C2500.J)
NOTE: Mayor pro tem Murphy recorded an abstention due to a potential conflict with
employment.
ACTION: 1) Approved the purchase of five Dell R740 servers from Sidepath, Inc. in the
amount of $139,342.08; and 2) Authorized the appropriation of $17,900 from Information
Technology (790) unreserved fund balance to account number 790.1601.56033.20289
(GIS Server).

ACTION: Approved Resolution No. 11068 approving the closure of public streets during
the times of approved special events; and approved closure of municipal parking lots and
temporary suspension of neighborhood permit parking restrictions for certain events and
dates occurring in the Fiscal Year 2018 -19.
