03.23 Anti-virus Software Purchase1. SUBJECT Approval of the purchase of Cylance anti -virus software for a three -year term from Sidepath, Inc. 2. SUMMARY Staff is recommending that the City purchase new anti -virus software from Cylance to replace its current anti -virus software solution, ESET NOD 32. CylancePROTECT will provide better protection for the City's information technology infrastructure and is easier to manage than the current solution. 3. RECOMMENDED ACTION Approve the purchase of Cylance anti -virus software for three years from Sidepath, Inc. in the amount of $92,132.26. 4. FISCAL IMPACT This purchase covers three years, payable in annual installments. The first installment is budgeted and currently available in the following account: 780.1601.51670.00000 Professional Services $44,729.26 Future installments will be budgeted in conjunction with future annual operating budgets. 5. STRATEGIC PLANNING 4c. Provide outstanding public services- Enhance technology to improve public accessibility to information and services. 6. GENERAL PLAN IMPLEMENTATION Not applicable. 7. DISCUSSION and BACKGROUND The City's information technology (IT) staff is recommending that the City replace the current anti -virus platform (ESET NOD 32) to a more modern and effective threat prevention solution (CylancePROTECT). The IT staff has been running the Cylance solution in the environment as a pilot program and has found it to be more effective at identifying and stopping threats, dramatically easier to manage, and has a significantly smaller footprint on the client machines which increases performance for our end users. The City solicited three quotes for this purchase and received two. Sidepath, Inc. agreed to provide the same unit price it had given the County of Orange and, as a result, offered the lowest price. Therefore, staff is recommending that the City purchase a three -year CylancePROTECT license from Sidepath, Inc. in the amount of $92,132.26, which will be paid in annual installments of $44,729.26 in year one, $35,552.25 in year two, and $11,850.75 in year three. Funding is currently available in the IT operating budget for the first installment. Future installments will be budgeted in subsequent fiscal years. 8. (S4000.S.4) A Resolution of the City Council of the City of Orange temporarily closing sections of Public Streets for approved Special Events. ACTION: Approved Resolution No. 11068 approving the closure of public streets during the times of approved special events; and approved closure of municipal parking lots and temporary suspension of neighborhood permit parking restrictions for certain events and dates occurring in the Fiscal Year 2018 -19.
